From the US Marshals website:
San Antonio, TX - The U.S. Marshals Service Lone Star Fugitive Task Force is seeking the public’s help in locating fugitive Rosalio Anthony Barraza, the alleged gunman in the 2013 murder of a young father.
On July 20, 2013, Barraza, 20, allegedly shot 25-year-old Isaac Arrocha six times in the chest during an argument leaving him for dead in the middle of the street on the west side of San Antonio. According to witnesses, Barraza fled the scene on foot and hasn’t been seen since.
“The U.S. Marshals along with our state and local law enforcement partners will leave no stone unturned until Rosalio Barraza is arrested for the senseless crime that left a young child fatherless,” said U.S. Marshal Robert Almonte of the Western District of Texas. “It is not a matter of if we catch him; it is only a matter of when.”
Authorities believe Barraza, an alleged member of The Blood Street Gang, is still in the state of Texas, but his personal ties in Mexico may have led him to flee across the border. Barraza is a 5-foot-11 Hispanic male weighing 150 pounds with brown eyes and black hair.
“Because of his extensive criminal history and the brutal nature of this crime, Barraza should be considered armed and dangerous,” said U.S. Marshal Almonte. “Do not be deceived by his youthful appearance.”
A reward of up to $5,000 is being offered for information leading directly to Barraza’s arrest. Anyone with information is urged to contact the U.S. Marshals Service Lone Star Fugitive Task Force at (210) 657-8500 or the U.S. Marshals Service Communications Center at 1-800-336-0102.

Thoughts? There's little information on what the argument was about but obviously no argument justifies taking someone's life. And to shoot someone six times while doing so is complete overkill. The $5,000 reward is significant since most fugitives who wind up making the Marshals Top 15 list start out as $5,000 reward fugitives, meaning Barraza is probably a contender the next time the agency decides to fill a slot. But hopefully he can be caught before that's even needed.
