From the Washington State Patrol most wanted website:
DESCRIPTION:
On July 2, 2001, Avery A. Noiles was driving on SR2 near the Tye River in Washington State, when he was involved in a three vehicle collision. One of Noiles' passengers died and two sustained serious injuries from the collision. Noiles is wanted for vehicular homicide and vehicular assault, and is a Canadian resident.

Thoughts? A few more details first, the victim was 73-year old Jena Allard of Canada. Avery's truck hit a septic-tank truck it was trying to pass, and then crossed the centerline and hit an oncoming SUV, according to state patrol. One of Noiles passengers was his own wife, who survived. A 5-year old girl was also in the SUV that Noiles hit but was treated and released.

Anyway, it seems right now there's nothing to indicate that alcohol was involved, but obviously officials must have believed that Noiles acted with negligent disregard in order to charge him with vehicular homicide. He might be in his late 70's by today, but he should still be held accountable for his actions.
