A reward of up to $2,500 has been offered for information leading police to Jeffrey Ryan, a Tioga County sex offender who has eluded authorities for more than two years.
New York State Crime Stoppers announced the reward Thursday. The nonprofit organization is working as a resource for the U.S. Marshals Service.
Ryan, 44, has not been seen since he failed to appear Nov. 23, 2013 in Tioga County Court after being released on bail for charges tied to the alleged rape of a 14-year-old girl, officials said.
He had been arrested by the sheriff's office in February 2013 and charged with felony counts of first-degree rape, first-degree criminal sexual act and a misdemeanor count of endangering the welfare of a child. Ryan's last known address was at 2513 Ellis Creek Road in Barton, police said.
After felony convictions for rape and sodomy in 1995, Ryan was sentenced to spend 10 to 20 years in prison.
He was released on parole in March 2005 then required to register as a Level 2 sexually violent offender, according to state records. Police said a threat was used and he physically overpowered the female victim in that case.
On Thursday, officials said Ryan has ties to Tioga and Broome counties, as well as Atlantic County in New Jersey, Wilmington, Delaware and Kissimmee in Florida. He could be in any one of those locations, officials said.
Anyone with information about Ryan is asked to call the Crime Stoppers Hotline at 1-866-313-TIPS (8477), or download the New York State Crime Stoppers mobile app to their iPhone or Android phone.
Tips placed through the phone are untraceable and all can remain anonymous.
Information must directly lead to the arrest and conviction of the suspect in order to receive the reward, according to Crime Stoppers.

Thoughts? This is a very dangerous alleged suspect considering his long history already. He already was a proven and convicted sex offender which heightens the danger. And yeah, I know I'm a broken record, but maybe level 2 sex offenders already convicted of a violent sex crime who are now charged with raping a teenage girl and because of that might be looking at the rest of their lives in jail should not be given bond. Kind of amazing how someone like me, who has no technical law degree, can see that, but these judges can't.
