A Vallejo woman who was kidnapped more than a week ago and held for ransom remains missing, although four people have been arrested for the crime, police officials said at a news conference Saturday.
Elvira Babb, 57, was last seen around 3 p.m. June 29 by a co-worker who dropped her off at the Sea Food City market in Vallejo.
Vallejo police said her son, 36-year-old John Babb of San Francisco, received a text message the next evening from an unknown number, saying that his mother would be killed if he did not deliver an amount of money, described as less than $100,000, or if he contacted the police. Babb sent a text message back, but did not receive a reply.
Babb went to his mother’s home on the 100 block of Daniels Avenue in Vallejo after receiving the text. Officials said Babb found the house vacant, except for the body of his mother’s dog.
The next afternoon, July 1, Babb went with his wife to the Vallejo Police Department and told officers his mother had been kidnapped and was being held for ransom.
A few days later, evidence led officials to one of the suspects, Emmanuel Espinoza, 26, of Stockton. He was arrested in Sacramento Friday night.
No leads
Espinoza is not cooperating with police and has not divulged the location of the missing victim, officials said. They have no leads as to where Babb may be or whether she is alive.
“The longer it goes, the less likely that’s a possibility,” said Lt. Jeff Bassett, a spokesman for the Vallejo Police Department. “There’s always an exception. ... And so our hope is someone has her — some other person we’re not aware of — and turns her loose.”
Officers have arrested three others they believe to be connected with the kidnapping.
Jalon Brown, 32, and Larry Young, 23, both of Sacramento, and Lovely Rauzol, 27, of Vallejo, were all arrested and booked Friday night and Saturday morning into Solano County Jail on the charge of kidnapping for ransom.
Espinoza knows the victim, officials said. The suspects all know each other.
All of the suspects have arrest records, Rauzol for prostitution and Espinoza for felony drug- and robbery-related incidents, officials said. The motive appeared to be strictly monetary, Bassett said.
Agencies assisting
The FBI and several other law enforcement agencies are assisting with the investigation, including the Fairfield Police Department, the Solano County Sheriff’s Office, the Sacramento Police Department and the U.S. Marshals Service.
The investigation is continuing, and police are looking for help.
“We’ve run into a dead end,” Bassett said. “We’ve got all our suspects in custody. We’re confident we have the right people. And we still don’t have our victim. We don’t know where she is, and we really don’t have many solid leads.”
