According to a 1998 FBI Publication order I found on Wan Sheng Lin, he was born in China. With that in mind, the likely possibility is that he fled back to China where he cannot currently be extradited to the United States. There is the chance that he may travel back to the United States or another country which sounds like our best opportunity in apprehending him. Looked up Wan Sheng Lin through NewsLibrary and learned that he was a suspect in five robberies in Jersey City in the mid-1990s. Also found out that in 1998, investigators determined that Wan fled to China unfortunately.

He had a very fresh face when those pictures were taken, greatly raising the odds that a lover, most likely a woman, may have fallen for him. I hope he hasn't committed any unrelated domestic crimes in the past 18.7 years.

As of today, January 2, 2024, Wan is still listed as one of the New York State Troopers Most Wanted fugitives. I did not see his FBI federal warrant in PACER, however it seems like most FBI federal warrants out of New York are sealed in PACER (not publicly accessible).
I did also find out according to Newspapers.com that the victim in this case is Zhe Huang Hou. If Lin is ever located in China, then China may potentially prosecute him. This would depend on whether prosecutors in Pulaski County, New York support doing so (ex. translating case documents into Chinese and sending that over to China). As we have seen on this case, certain prosecutors offices have done this while others have refused to do so. This may be the only way to get justice for Zhe's family.
