In 1995, the DEA (US Drug Enforcement Agency) say that Carl Fischer was bringing 200 pounds of marijuana almost every three months to Flint, Michigan. Fischer sold the marijuana to Richard Moore who operated a local stash house for the marijuana to be distributed on a local level. Investigators managed to locate and raid the stash house, obtaining 15 pounds of marijuana and $200,000 in cash. Fischer and Moore were both arrested, along with two Mexican citizens. Fischer was sentenced to three years in federal prison while the charges against the two Mexican citizens were dismissed in December 1995.
As for Richard Moore, he pled not guilty and fled in April 1995 after posting bond. Not seen again after that, in 2015 the charges against him were dismissed without prejudice. That means that prosecutors can reinstate the charges against Richard Moore at a later time.

Thoughts? Richard Moore is my 50/50 Case out of Michigan. Even though he was last known to be in Tennessee, the lack of any decent leads in the past 21 years makes me think that Richard fled to Latin America where he continued his drug activities. The charges being dismissed without prejudice was the same thing that happened with the Guillermo Madrigal-Ballesteros case so I'm assuming that this does happen in cases from time to time if leads are hard to come by and the fugitive has not been located. Richard would be approximately 72-years old now so it's likely that he's still alive, if his involvement in the drug trade didn't get him killed while on the run.
