I may be reading too much into it, but I tend to think the FBI added El Gato because his case didn’t really involve a “56 field office candidate pool” in order to prevent the spread of COVID. El Gato is a state department case that was likely planned for some time just like Caro-Quintero.
I’m under the impression, the reason why the FBI hasn’t replaced Yaser Said yet, is because they likely want to replace him with Hung Tien Pham, but want to see how much the case cooks with a $30,000 reward and see if they could pinpoint his location, and just in case he’s in Southeast Asia they could add him to put pressure on authorities in Thailand or Vietnam. Also the FBI may want to prevent the 56 field offices from submitting candidates because of COVID (though they could do it over email, which makes it a moot point). Pham would be perfect as all the new information and images have been released now, and a big huge event/press conference won’t be needed to reveal the information if he’s possibly added in the future and it’ll be a matter of announcing he’s been added to the Top 10.

Honestly while I wouldn't be surprised, the $30000 reward could indicate they actually aren't planning on adding him to the list and this still significant reward amount is their way of getting publicity on him. We'll wait and see.

Could this case get on the Ten Most Wanted List? Potentially.
It's rare for the FBI to acknowledge when a fugitive falls off the radar (it sounds like they had him well-tracked until the mid-90s). Best shot at getting him back is if he's in Thailand (which has an extradition treaty with the U.S.) or Vietnam, which has turned over fugitives to the United States before.

I will say I am far less pessimistic than I was four years ago since I feel there has to be a reason they added him (I'm allowed to be wrong sometimes, right? ) It is possible they have nothing and this is just a way to jolt the case but even in that scenario they've breathed new life into a cold case.

If the FBI is ever planning to add Hung Tien Pham to the top ten list at some point in the future, I don’t think they’ll offer the standard reward of $100,000, but rather a reward of $250,000, which requires support from the U.S. attorney general.
The FBI is already offering a very steep reward for him as a non top ten fugitive, adding to the severity and brutality of the crime, this will likely be the route they’ll take if the FBI ever does plan to add him in the future.

I want to ask everyone, this question. Let’s for a minute pretend we weren’t apart of the true crime community, and someone asks you “Do you know who Hung Tien Pham is? would you know who he is? I’m asking this because I want to know what forum members think about how well known Hung Tien Pham is, like is he already notorious along the lines of DB Cooper, Alcatraz Escapees, and Brad Bishop, or is he relatively not that well known?

Nowhere near that notorious. He should be (for not positive reasons) but he isn't.
I'm also not sure the average person knows who Brad Bishop is. At the time it happened likely made national news but after that probably not so much.

There needs to be much more coverage on a continuous basis but it is a sad fact that the media picks the crimes they want to expose

Pham reward amount on his poster is now 30000 dollars and i believe he has an aged enhanced photo and he was on the fbi podcast
