HOLYOKE — When the calendar flips to March 17 here, it's a special time because of St. Patrick's Day, but for Carolyne Concepcion, the anniversary brings pain.
This year's March 17 will be the 10-year reminder of the murder of her brother-in-law, Jesse Noel Rosario, 25.
Making it worse is police have identified the suspected killer, Joey Camacho, but have been unable to find him, she said Wednesday.
"It's still a bit frustrating just because hearing that they have no more leads than they had 10 years ago," Concepcion, 25, said in a phone interview from her home in Woonsocket, Rhode Island.
Camacho, who was then 29 and would be 39 today, is wanted for the drive-by shooting murder of Rosario on Beacon Avenue shortly after midnight on March 17, 2005, police said.
Rosario, of 108 Pine St., Apartment 21, Holyoke, was killed after being shot twice. Police said the only suspect is Camacho, who lived at 101 Mulberry St., Apartment 119, Springfield, but who has disappeared.
"We don't want it to be forgotten," Concepcion said.
Police have said the motive for the murder was that Rosario purchased illegal drugs and did not pay for them, but the family has disputed that that was a role in what Camacho is accused of doing to Rosario.
"They just knew each other from the street, 'hi, bye' type of stuff," Concepcion said.
The Rosario family was well known around Sargeant and Elm streets, said Concepcion, who said she is in the area weekly because she works at a Springfield restaurant.
Phone calls the family has made over the years to Holyoke police have yielded no information and no returned calls, she said.
Holyoke Police Lt. James Albert, who was forwarded an email that The Republican / MassLive.com received from Concepcion, said the search for Camacho is an ongoing effort of police.
"We solved that case 10 years ago. That's not a cold case. The case is solved," Albert said.
Told that Rosario's family sees it differently with the suspected killer apparently still free, Albert said, "It's a terminology issue. They haven't seen a prosecution yet."
It has been a while since new information surfaced in the pursuit of Camacho, said Albert. He said police over the years received reports Camacho might have been seen in New York City, Florida and Puerto Rico.
"He's in the wind. He's gone. We've got to hunt him down. It doesn't mean we're not looking for the kid. It's been an active investigation," Albert said.
A wanted poster for Camacho (above) distributed by the Massachusetts State Police Violent Fugitive Apprehension Section identifies him as standing 5 feet, 9 inches tall and weighing 128 pounds. He had black hair, brown eyes and an olive-colored complexion with a scar on his left cheek. His aliases were "Flaco" and "Javier Rodriguez," the poster said.
Anyone with information about the case is asked to call police at (413) 322-6900, Albert said.

Thoughts? Joey Camacho is my 50/50 Fugitive case out of Massachusetts. The above article was done last year about the decade-long update regarding this manhunt. I do recognize the two areas of disagreement between the Holyoke Police Department and the family of Jesse Rosario in regards to the presumed motive and whether this investigation is "solved". Cold cases are not solved with just a fugitive warrant being issued for a suspect at large, since that suspect can technically be acquitted at trial and the investigation starts from the beginning again.
It should be noted that the most likely locations where Joey Camacho could be hiding out according to investigators would be New York City, Florida and Puerto Rico.
