25-year-old Joliet landscaping foreman, Refugio "Cuko" Jacobo allegedly shot and killed construction worker Victor Palacio at a tavern on East Jackson Street in Joliet in September 1979.
Jacobo and Palacio had been seen at a bar table arguing in Spanish, then pushing and shoving each other, and shouting obscenities. Jacobo allegedly challenged Palacio to a fight, and Palacio asked him to "step outside" and "take care of the problem."
Jacobo had another beer, then left the bar, according to witnesses. But he allegedly returned a few minutes later with a large handgun in his waistband. Palacio spotted the gun and pinned Jacobo against a wall. But Jacobo pushed him back and fired, striking one of Palacio's legs. As Palacio dropped to the floor in a pool of blood, Jacobo allegedly fired twice more, striking Palacio in the leg again and then the abdomen.
Jacobo fled on foot and has not been apprehended. Police believe he crossed the border into Mexico. Palacio died about an hour later at Silver Cross Hospital.

Thoughts? Refugio is my 50/50 Fugitive out of Illinois. He would be approximately 62-years old now and anything could have happened to him during his 37 years on the run. However, he still needs to face a court of law for the murder of Victor Palacio.

UPDATE from site admin: In the 2 years since HeadMarshal's first posting on this case, I have not found anything new online besides the 2011 Chicago Tribune article. As far as I can tell, Jacobo is still at large as of this update (7/29/2018), since I haven't found anything online suggesting otherwise. However, if anyone has any updates/proof-of-updates one way or the other, they are always more than welcome to let us know.
