Remarks: Blanco has ties to Mexico, as well as Stockton and San Diego, California. He has also been known to abuse alcohol. CAUTION Luis Mendez Blanco is wanted for vehicular-related crimes which occurred in California. On April 10, 1998, Blanco allegedly drove a vehicle which went into a tail spin on the roadway, crossed into a ditch, and sheared off a power pole. The automobile accident caused Blanco to be pinned in the vehicle, while his sole passenger died due to massive injuries. Reportedly, Blanco's blood alcohol level tested to be high. On April 29, 1998, a state arrest warrant was issued by the Municipal Court of California, County of San Diego, North County Judicial District, charging Luis Mendez Blanco with the crimes of vehicular manslaughter without gross negligence; driving under the influence of alcohol or drugs causing injury; and driving with a measurable blood alcohol. Blanco was subsequently charged with unlawful flight to avoid prosecution in a federal arrest warrant issued by the United States District Court, Southern District of California, on August 6, 1999. -- Thoughts? Luis Blanco was another fugitive I found on an archived law enforcement website. I verified that his warrant is still active through the San Diego County Warrants Search. Since Luis works in agriculture, he could be doing that occupation in either California or his native Mexico, or even travelling back and forth in migrant labour. Unfortunately, we have to see if Mexico would extradite Luis on manslaughter charges if he fled back to there. Based on wanted location, our advice for anyone with information on the whereabouts of Luis Mendez Blanco is to contact the San Diego County Sheriff's Office at 858-565-5200.

I found an archived online posting for Luis Blanco with an alternate FBI poster. This one mentions that Luis might have burn scars on his body which would be an important clue to recognizing him. www.straightshooter.net/IDNO548.htm

Wanted to add that according to Newspapers.com, the victim in this case was 41-year old Gloria Campos-Peral. Also as of today, May 15, 2020, Luis Mendez Blanco still has an active warrant in the San Diego County Warrants database. apps.sdsheriff.net/WARRANT/waar.aspx

As of today, March 14, 2022, Luis still has a listed warrant in San Diego County's public warrants directory.
PACER records show that the UFAP case for Luis was dismissed without prejudice in 2016. It was dismissed because prosecution was not possible (presumably because Luis was not in custody), and to conserve prosecutorial resources. I am assuming that the charge can be re-instated if Luis is ever in custody and this is not an issue with Luis being unable to be extradited.
The document from 1999 when the UFAP was issued stated that Luis was believed to be involved in smuggling undocumented immigrants from Mexico to the United States. There is a possibility that he is still doing that today although we cannot be certain on that.
