On February 19, 1984, the suspect became involved in an argument with the victim at a bar in the Pacoima area of Los Angeles. During the argument, the suspect produced a handgun and shot the victim to death.
According to the LAPD online Most Wanted listing, any information on the whereabouts of Manual Ruiz should be forwarded to Foothill Homicide Detectives at 818-834-3115.

Thoughts? Manual Ruiz is one of the many cold case fugitives wanted out of Los Angeles and is also one of the many fugitives to have killed his victim at a bar during an argument. None of these argument-related murders were the victim's fault and that's why it's so important to capture fugitives like Manual. Interesting piece of information that Manual was on a 1985 Los Angeles Most Wanted List and I have the news article with more information on that list. Among the fugitives on that list were AMW Direct Capture John Riccardi.
