"April was allegedly abducted by her mother, Teresa Bowdish, on June 30, 2012. A felony warrant for Kidnapping was issued for Teresa on September 10, 2012. They may travel to Peru. April is biracial. She is White and Hispanic. Teresa may go by the alias name Theresa Jauregui."
Thoughts? Obviously a lot will depend on where Teresa and April, who is 5-years old at the time of this posting wind up. The U.S. Embassy in Lima claims they will assist in international parental abduction cases and their main concern is the welfare of the child. Peru seems to have pretty decent extradition proceedings with the U.S. so hopefully that would be the case here as well: lima.usembassy.gov/child-and-family-matters.html
