From The Charley Project:
Couch was a resident of the Howe Developmental Center in Tinley Park, Illinois in August of 2001. He checked in with a center employee at 7:00 a.m. and was supposed to check in again at 7:15, but did not, and has never been heard from again. Couch may have been carrying a brown briefcase at the time of his disappearance. He may have attempted to travel to Bonita Springs, Florida, where his father lives.
Couch is described as streetwise and he is capable of keeping a job. Because of his mental disabilities, however, he is considered to be endangered. His sister said he has a very trusting nature and she believes someone took advantage of him and harmed him. His case remains unsolved.
