Eslam and his sister, Zainab, were abducted by their non-custodial father, Faical Chebbi. Edeanna Johnson-Chebbi, the children’s mother, says that once she asked for a divorce in 2009 from Chebbi, he snapped. He would spend the nights yelling and screaming at her, threatening to kill her and take the children if she ever left. In February 2010 Edeanna obtained a protective order and was able to remove herself and the children from the home after Chebbi became violent. In January 2011, Edeanna and Chebbi signed a legal separation agreement, granting Edeanna full legal and physical custody of the children in exchange for maintaining Chebbi’s every other weekend visitation with the children and no child support.
Following multiple threats from Chebbi to take the children, Edeanna requested and was granted a meeting with a representative of the Tunisian embassy in June 2011. She was assured that the Tunisian embassy would not violate US laws and that the children would not receive Tunisian passports without her permission. In October 2011, Chebbi and Edeanna came before the magistrate in Maryland for a final hearing in their uncontested divorce, and Chebbi was ordered to pay child support. He left the court room angry, and two weeks later he took the children.
Chebbi was exercising a weekend visitation when he picked the children up from their maternal grandparents’ home on November 11, 2011. He was supposed to return them on the 13th, but called their mother, Edeanna, on November 12 and told her this would be the worst phone call she ever had, it was then he told her that he and the children were in Tunisia and were not returning. Later it was determined that the three had flown from Dulles International Airport in Chantilly, Virginia to Germany on November 11, and from there to Tunis, Tunisia. While the children are United States citizens, he had obtained Tunisian passports for them using birth certificates that said they were born in Tunisia.
A federal warrant for international parental kidnapping was issued for Chebbi on December 19, 2011. Chebbi and the children were living with his parents in Tunisia. The children were enrolled in and are attending school in Tunisia. In August of 2014, Zainab was safely recovered and brought home to her mother. Eslam remains in Tunisia. Edeanna has been able to talk to her children over the phone and through Skype. However, there is no indication that Chebbi ever intends to return Eslam. Eslam is considered at risk as Chebbi has threatened to kill the children’s mother in the past.

Thoughts? I am confused as to why one child was able to return home and was recovered but the other wasn't. But in any case, hopefully one day both children can be safely at home with their mother.
