On October 4, 1989, WSP detectives investigated a two car fatality collision on SR 164 just outside the
City of Enumclaw. The causing driver, Ramon Prado Ochoa, was traveling towards Enumclaw when he
crossed the center line and struck a vehicle head on killing the driver of the other car. Ochoa then fled
the scene on foot; Ochoa's passenger identified Ochoa as the driver and advised investigators that
Ochoa had been drinking at the time of the collision. Ochoa told family members and friends he was
going to go to Mexico. Ochoa was charged with Vehicular Homicide and Felony Hit and Run but never
showed up for court. On October 10, 1989, a warrant was issued by the King County District Court.

Thoughts? I wish I had a better opinion to share but this case is going to be extremely difficult to solve. We only have one photo of Ramon Prado Ochoa from 29 years ago, and the quality is pretty awful. I assume he's from Mexico as that's where he said he was going to travel to but according to the wanted poster, his place of birth isn't even known.
Thanks to the Washington State Highway Patrol for taking charge and publicizing this fugitive and many others on their website, since without their website, I would have no way of knowing this case existed.
