On August 13, 2011, Ger Chang and a male acquaintance were patronizing a bar in the town of Menasha, Wisconsin. At approximately 11:30 p.m., a fight broke out between customers in the bar and Chang. Once the fight ended, Chang and his acquaintance quickly left the bar. As they attempted to drive away from the parking lot, Chang allegedly removed a handgun and opened fire outside of the vehicle. While sitting in the passenger seat, he allegedly shot 5 or 6 times rapidly, in a random manner. During the gunfire, several parked vehicles were struck by stray bullets. Additionally, a victim suffered an impactful, single gunshot wound to his face. The victim survived his injuries.
After the incident, Chang fled to his residence in Sheboygan, Wisconsin, before fleeing to an unknown location, and his whereabouts are unknown.
On November 30, 2011, an arrest warrant was issued for Ger Chang by the Circuit Court, Winnebago County, Wisconsin, for reckless injury, reckless endangerment, and possession of a firearm by a felon. Additionally, on June 30, 2014, a federal arrest warrant was issued by the United States District Court, Eastern District of Wisconsin, after Chang was charged with unlawful flight to avoid prosecution.
