On October 27, 2014, Penelope Inks' father was granted sole custody during a hearing concerning the parent/child relationship of Penelope. Heather Inks did not appear in court and sole custody of Penelope was granted to the father. The father has not seen Heather Inks or his daughter since the court hearing. On June 16, 2014, a state arrest warrant was issued for Heather Inks by the state of Texas, Galveston County, after she was charged with interference with child custody. Additionally, on January 14, 2015, Inks was also charged with unlawful flight to avoid prosecution, and a federal warrant was issued by the United States District Court, Southern District of Texas. Penelope Carmel Inks is described as a White female, DOB: August 17, 2004, approximately 4'8" to 4'10", approximately 75 to 80 pounds, with brown hair and blue eyes. Penelope may be in the company of her mother, Heather Inks." Thoughts? Saw this as a new case on the FBI's website so I decided to add it today. This apparently was not the first time Heather took Penelope according to articles, and the fact of the matter remains Heather's father had legal custodial rights- first he was granted joint custody and now he has been granted full custody. What's also concerning is according to the FBI's website Heather may have access to a concealed handgun, and some articles suggest she may be suicidal. Penelope's father recorded video of the condo Heather and Penelope were staying in and saw food and clothing all over the floor and mold growing in the refrigerator. He's worried Penelope could be living in the streets. So regardless of if you're one of those people who always go "so what the child's with her mother" without looking at the facts first- what's important is locating Penelope and making sure she's safe and then anything else can happen in court. Also, for what it's worth clue-wise, Heather Inks has apparently done modeling work and has a model page, which I will link to. Also, since this is a sleuthing website, it's hard to speculate here. Heather has ties to Deland, Florida, but since this is a Texas case, in my opinion, Heather taking Penelope to Mexico is a possibility as well. Then again, we saw the Megan Everett case where she kept her daughter hidden in plain sight still in Florida. I can't confirm this being 100% accurate, but there is a Dr. Phil website page for a 2008 episode involving a Heather and Kevin (the name of Penelope's father) with a daughter named Penelope (so I think I can safely say this is the same family). Apparently both parents were blaming each other for material issues and Kevin even taught three-year old Penelope to call her mother the "c" word. (according to the episode) Tbh I don't know how credible Dr. Phil really is but I find it interesting that this case was technically featured on national television before. I am not pointing fingers at the parenting of either Kevin or Heather since I am just a commentator on the internet, only to say that the only person who has done anything illegal is Heather abducting Penelope. The only reason I'm even bringing this up is that this was searchable through Google and other people probably have google searched this case, found the Dr. Phil page and may have made their own conclusions on Heather taking Penelope away from her father for her safety. drphil.com/shows/show/966

Oh wow, I didn't know about that. I still think this belongs in the exclusive (non-tv) section since Dr. Phil isn't a crime show, but seems like a crazy case all around. But Penelope needs to be located just to make sure she's safe. Let's just assume for argument's sake Kevin's a physical abuser, etc... (NOT accusing him- just giving a theoretical example). It doesn't take away that Penelope may be with a woman described as possibly suicidal and possibly possessing a handgun. That's why Penelope needs to be found. Everything else can be sorted out in family court and they can decide who's truthful about what and what's best for the child (Although at the moment Heather is looking at jail time).

I received a claim in a private message that parts of the Dr. Phil show were staged in order to help Heather's modeling career take off. While I'm not stating this as fact, I can see something like that happening. I've never been a fan of Dr. Phil as I feel he exploits people in the same way Nancy Grace does.
I do agree with one other thing our reader said, a Judge ruled for Kevin and against Heather, so she needs to do the right thing and come back with Penelope, deal with everything in a legal manner.

Heather Ink's FBI poster states her occupation as "Acting or Modeling", has anyone verified if she's appeared in any films/shows besides Dr. Phil. I personally think Heather is one of the worst in the parental kidnapping section and she stand out amongst other Parental Kidnappers. Also being suicidal is another risk because Penelope is only 12 and I don't want her to be exposed to Heather possibly hurting herself.

She's probably been in a few magazines or whatnots but I'm not sure how much that helps in finding Penelope.

Well if someone recognizes her from magazines, it'll basically help in finding Penelope for sure. There's many people out that notice the tiniest things like a now Parental kidnapping fugitive who was on this issue of this and that from like 2011 and they make the connection, if they think they see her they can submit a tip

Very good point. I meant I think she's laying low rather than trying to get gigs at the moment being a fugitive. (She needs to make money but it would be incredibly risky). However she's done enough work to have a heavy portfolio of photos for people to recognize her from when it comes to tips.

She is probably laying low no doubt she is. I don't think she's doing modeling but she likely isn't working or changed her appearance dramatically and is likely working at a day care or cleaning jobs.

Great News Inks has been recovered in Galveston County Texas and her mother Heather has been arrested to in a motel according to People com and the madisonville meteor
