"Amer El-Maati is a Kuwaiti national who the FBI believes to have a connection to Al-Qaeda. He is thought to have information about terrorist threats in the USA and abroad. He has trained as an airline pilot, and the FBI says he has participated in terrorist training camps. Documents found in Afghanistan link El-Maati to Canada, where he is a naturalized citizen. However, authorities have not been able to locate him. Investigators say it is possible he may have slipped across the border and that he should be considered armed and dangerous."
Thoughts? The above was the 2002 archived description for Amer El-Maati. He is still on the FBI's website, although not in the Most Wanted Terrorist sections. I assume it's because the FBI suspects he has ties to Al-Qaeda, but he hasn't officially been charged with anything.
