He must be perhaps living under a false identity in Alaska. Contacting the Alaskan department of the fbi and telling them to check if someone looking like Vermette resides in the state of Alaska might be the solution.

It was later discovered that the slashed tires on Vermette's car (his motive for the killings) were NOT caused by his victims. Not sure how that factors in, if it does, but wanted to point that out.
