The theories as to why people think this is happening have mostly been occurring for years, although they are all still problems. The only change and it's being debated, is the lack of will on the part of police officers to investigate and arrest those they believe are involved in criminal activity. Officials have been quoted saying they fear arresting people since anything can be caught on a phone's video and they fear public backlash.
Another issue I think may be contributing to this, is that those in lower-income neighbourhoods are cooperating with police even less because they fear law enforcement even more now. That would not help in identifying dangerous criminals since the witnesses would hardly talk.
