On Nov. 2, 2014, the Richmond (Va.) Police Department responded to a call for emergency assistance at the Clarion Hotel located at 3207 North Boulevard. Upon arrival, officers were directed to a room where they discovered the body of Eboniece Escobar, who suffered a fatal gunshot wound to the head. During the course of the investigation, hotel surveillance footage showed a man later identified as Charlery exiting the hotel room pointing a firearm at another female who was an associate of Escobar. The following day Richmond PD charged Charlery with murder. On Nov. 3, the U.S. Marshals joined the fugitive investigation for Charlery at the request of local authorities. Today, the search for him intensifies with his addition to the 15 Most Wanted list. “The malicious crime allegedly committed by Charlery demonstrates a blatant disregard for life,” said U.S. Marshals Service Director Stacia Hylton. “His potential for continued violence puts the public at great risk every day he remains on the run. We are resolute in our commitment to apprehend Charlery and will use all available resources to ensure this violent criminal faces justice.” While his current whereabouts are unknown, Marshals confirmed Charlery fled to the U.S. Virgin Islands after the crime. He is also known to have ties to the cities of Norfolk, Va., Miami, and the U.S. and British Virgin Islands. “J’Wa Charlery’s alleged criminal affiliations make him an extreme threat to communities,” said Robert Mathieson, U.S. Marshal of the Eastern District of Virginia. “The U.S. Marshals will leave no stone unturned until we bring him to justice.” Charlery is a 6-foot black male weighing 160 pounds with black hair and hazel eyes, and is a member of a criminal organization allegedly responsible for major narcotics trafficking and acts of violence in the Virgin Islands. The detailed description has now been updated. Never heard of Charlery before but he sounds like an extremely dangerous fugitive, especially since he's only 19-years old. Thankfully fugitives have been caught before in the Virgin Islands and I have confidence that authorities there can catch Charlery as well.

I was already familiar with this case and had it in my potential fugitive database- but I usually like to have somewhat of a story when I post a fugitive- I'm still unclear as to who the girl was in relation to Charlery and what the motive was. I was going to get to him eventually, but thankfully the Marshals did it sooner. Nevertheless, if you can murder someone inside a public place like a hotel at age 19, then you're obviously a very dangerous individual. Charlery doesn't seem like a guy who should be too hard to catch. Considering the success the Marshals have been having lately and all this new publicity for a guy who although deadly is a teenager, I think it would be wise for Mr. Charlery to turn himself in.

Not really surprised considering all the recent success the Marshals have been having lately. The US Marshals rarely adds organized crime kingpins and fugitives on the run for decades to their Most Wanted list, while still selecting very dangerous fugitives like J'Wa Charlery. That would be part of the reason as to why they have more success with their capture rate. Glad to see Charlery in custody and hopefully the Marshals fill some more vacated spots soon.

Definitely glad to see J'Wa increase the score for the Marshals...guess he'll have to "ball" in prison now.
I do agree that the FBI is adding more high-caliber and well-equipped fugitives to its list - sorry, but with all due respect I just don't get the point of adding Semion Mogilevich and then Brad Bishop 38 years after the fact, unless the FBI has information indicating there is a feasible chance of apprehending them (Mogilevich has been on the list for nearly 6 years now, however). There are quite a few FBI "top tenners" who've been taking up space on the list for decades because they are elusive (Godwin) or they are well-protected in a country lacking any or a good extradition treaty with the U.S. (Gerena), but the Marshals have also accumulated several "bigs" who are mainstays of their list (Chism, Abbott, Creamer, Ruffo, Neverson, Hiers, McLean, King, and arguably now Gaston as well) and have proven tough to knock off. Granted, they caught Walters in 2012 (because he ran his mouth) and Yager in 2014, but progress on the "bigs" is slow to happen.

Hopefully we'll see a "big" capture soon regardless of the list. But it would be especially sweet if it was the FBI's list. We haven't had any "long-time" guys from the FBI's list since Whitey Bulger or "AMW/Hunt-famous" guys since Eric Toth. (Jose Guevara was on the website but never aired). But in the meantime I'm glad the Marshals put the full-court press on Balla and got a score.
