Hair (Color, Description, Facial Hair): Black, Salazar could have a shaved head or could be wearing his hair closely cropped Eyes: Brown Scars and Tattoos:-Salazar could have a scar on his hand from an injury he claims happened working at a tile company -"SALAZAR" in Old English lettering across his chest -"J" in Old English lettering with an unknown design on the inside his left forearm -"J" in Old English lettering on the outside of his lower right leg -"F" in Old English lettering on the outside of his lower left leg -A rosary on a chain on his left middle finger -"LK" in Old English lettering on the web of his left hand -"FLACO" in Script extending from his left wrist onto the top of his left hand -"Forks down" gang sign on the left side of his lower abdomen -Ink dots on his left wristbone and each knuckle of his left hand Traits and Habits: Salazar is a known gang member and could be running with the Latin Kings, Salazar might be working as a handyman doing tile work Location information: Cops believe Jesus Gerardo Salazar has returned to the United States after more than 10 years on the run. According to police and the AMW airings, ack in 1999, Salazar, his girlfriend Lisa Huerta and Jay Ferrel conspired to kill 17-year old Felicia Ruiz in Houston, Texas. Ruiz and Huerta previously had issues at school so Huerta and Salazar rehearsed as to how they would kill Ruiz. Salazar picked up Ruiz under the guise of going to a party. The three then proceeded to stab Felicia 26 times, killing her. Huerta and Ferrel have since been apprehended and are serving prison terms. Problem is that Jesus Salazar fled to Venezuela after the crime and Venezuela hasn't really been cooperative with Texas authorities (to be more specific, Salazar's father flew on a private jet and picked up his son in South Florida). In 2008, Venezuela set terms that they would only extradite Salazar if he served a 30-year prison sentence in Texas. Meanwhile, Salazar allegedly continues to date girls in Venezuela and brags about the murder of Felicia Ruiz. The latest lead was back in 2010 when investigators hoped to locate Salazar's mother. This is assuming she's even still in the United States. Salazar was my #2 fugitive of 2011 and the newest addition to my personal dirty dozen this year. There's a guy who isn't a poster here but is a member of my facebook fan page that really eants to see him caught as well. Not much to add besides how frustrating it is Venezuela isn't cooperating.
30 years isn't enough, but I guess it's better than nothing.

This is one of those cases where I wish the U.S. would just agree to the 30 year sentence, have him come back, then say "screw you Venezuela, he's getting life." I mean, what are they to us? I just get mad whenever another country pulls this on us, and we just have to take it.

I think the problem with that is the precedent it sets for future cases. Let's say Venezuela agrees to arrest and extradite Salazar and then we say "screw you, he's getting life." The next time we learn of a fugitive in Venezuela and ask the country for cooperation they may say "You didn't agree to our terms last time, screw you." Our best although highly unlikely scenario is Salazar stupidly fled back to the U.S. That way we don't have to worry about Venezuela protecting a murderer and can administer our own form of "Texas Justice."

Good to know. Hopefully it leads to tips. Also should be of note although not technically related to Salazar, they arrested the Mayor of Caracas on charges of conspiracy to stage a coup in Venezuela's Government. This is looming on crisis as many are protesting. While not getting too political, Salazar has not yet been extradited regardless of who the regime is and I remain skeptical no matter who's in power. But who knows what will happen.

I apologize for not realizing this earlier but apparently the "True Crime with Aphrodite Jones" episode about Felicia Ruiz is on right now on the ID channel. (it must have been pushed back from the original Feb. 22nd date, I have that show recorded and didn't watch yet assuming that's what the episode was and that tonight was a rerun) I missed the first half myself. There's a repeat at Midnight on the east coast everyone can still catch. I'll update if there's any new information on Salazar tip-wise.

Nothing much new (of what I saw) except that in 2006 it turns out the DA declined the 30-year max sentence extradition deal because of the precedent it would set. Ugh! An official interviewed on the show said they still have hope that Salazar will get captured.
I said it before though as much as I HATE the fact Salazar would get only 30 years, that decision should have been up to the family and not the DA's office. If they preferred to catch him now and give him some punishment than not take a chance later on it should have been their choice. And according to Felicia's mother, she would prefer Salazar rot in jail than remain free.
The bad news is Salazar's still free. The good news is many remain hopeful he will be caught.

This guy really needs to be caught! I just saw the story on tv. I say make the 30 year deal to get him back. Once he gets into the federal prison system put the word out that he thinks killing an innocent teenage girl is something to brag about and let the inmates take care of him. He'd never make it 30 years...problem solved!

welcome to the forum. I think whether inmates found out what he did or not, prison is no picnic and anything can happen in 30 years. That's why we might as well just send him back from Venezuela now. If anything happened to him, related to this crime, or just random prison violence, I can't say I'd shed a tear...

Thanks for the warm welcome. I hate to think myself cold but I'd be wasting no tears either. I've always heard that rapists and child killers are pretty much screwed once they mix with the gen pop in prison. I don't think it would be long before this punk would get taken care of.

I agree. Isn't it better to have him in prison for 30 years than free and possibly killing someone else? What was the DA thinking? Talk about bad precedents, let's NOT protect other innocent people because we can't have it all our way. Question: does anyone know whether Salazar's father kept his swanky job with the company jet? If so, I'd like the name of the company so I can reach out and ask why they were OK with having their resources used to help a murderer avoid justice.
