Oscar "Chucky" Ocampo and Arturo "Chewy" Daza are wanted for a shockingly heinous and petty crime in a Chicago suburb.
On the afternoon of July 7th, 2009, a birthday party was held in then 24-year old Oscar Ocampo's apartment for a man named Mariusz Nowak. Nowak was celebrating his 20th birthday.
Early in the evening, a 17-year old teenanger named Eric Navarro called and said he wanted to come by and buy a $10 bag of marijuana. After the call, Ocampo complained to Nowak that Navarro owed him $15 for a previous purchase and Nowak agreed to "knock him out," according to authorities.
During his trial, Nowak would testify that he hit Navarro repeatedly. Ocampo was also involved in the attack on Navarro, but when the beating turned savage, Nowak and another man pulled Ocampo off the teen three times to try to stop it. When it was apparent the beating was turning deadly, Nowak and the other man left.
Nowak would later learn that Navarro had died and his body was dumped in a Chicago trash bin and set on fire. He would soon be sentenced to 45 years in prison. Most of the other participants would be rounded up, including two men who would later plead guilty to concealing the homicide and acting as lookouts when Navarro was moved from Ocampo's apartment to to trash men.
However, Ocampo, the alleged ringleader, would go on the run. Another man, Arturo Daza, also charged with helping to conceal a homicide, would also become a fugitive.
Authorities would soon locate Daza in 2011. He had been jailed in Queretaro, Mexico, on unrelated car burglary charges for which he was awaiting trial. However, he couldn't be brought back to the U.S., because concealing a homicide isn't on the list of extraditable crimes under the U.S.-Mexico treaty.
Navarro's father was understandably outraged.
As for Ocampo, there haven't been any sightings made public since he went on the run in 2009 (or at least none that I know of).
But one thing's for sure, as the Judge who sentenced Mr. Nowak noted, whether Eric owed $15 for marijuana or anything else, what was resulted was a complete tragedy that is hard to believe actually happened.
Thoughts? According to a report from the "Fugitives From Justice" series the Chicago Tribune did (which was also mentioned on AMW), the only way to possibly prosecute fugitives not wanted for crimes on the U.S.-Mexico extradition list would be to try them in Mexico. So perhaps there is some hope one day Daza can at least be tried there. Daza of course also seems to not be able to stay out of trouble, and while I don't know if he was convicted or what his sentence for the burglary charge was, it wouldn't be surprising to see him doing more jail time in Mexico or elsewhere in the future.
As for Ocampo, the alleged ringleader, it's just completely ridiculous what authorities say he did. He couldn't have asked Navarro again for the fifteen dollars? He was going there with at least ten apparently (I'm not condoning selling weed in the first place, I'm just showing the pettiness of this beef).
If you know where Ocampo is, you have to do the right thing and call police. And also, maybe if people make enough noise, something can be done about Daza and he can at least be prosecuted in Mexico as well.
Admin Note #1/UPDATE 2020: According to our forum research, Arrturo Daza was captured in Pontiac, Michigan in September of 2018. As far as we can tell, Oscar Ocampo is still at large at the time of our update (2/21/2020).
