Below is the FBI website description of his case: Huy Quoc Cao is wanted for his alleged involvement in a double murder in California. On August 16, 2004, Cao allegedly went to a restaurant in Garden Grove, shot and killed two of the patrons, and shot at an unarmed, uniformed security guard who reportedly chased him. The murder victims allegedly flirted with Cao's girlfriend who was a waitress at the restaurant. Cao was charged with murder and attempted murder by the Superior Court of California, County of Orange, and a state warrant was issued on September 24, 2004, for his arrest. A federal arrest warrant was issued by the United States District Court, Central District of California, County of Orange, on November 18, 2004, after Cao was charged federally with unlawful flight to avoid prosecution. Thoughts? This definitely belongs in the senseless crimes hall of fame. He was dating an apparently young and attractive woman, working as a waitress. What did he expect? Most guys have to deal with other guys flirting with their significant other, they don't go around shooting them. Heck, Cao's lucky he didn't wind up killing his girlfriend he was so mad over if he's shooting all over the place. He's a ticking timebomb. Cao is probably in Vietnam based on the passage of time. He probably looks significantly different from some grainy old photos today, however I am also confident he probably does still have that tattoo of "Jenny" on the back of his neck. That would kind of be painful to take off. And Cao- it seems you took "Jenny's" advice in Forrest Gump and ran. It's time for you to stop running and turn yourself in. What I'm curious about is would the FBI consider adding Huy Quoc Cao to their Top Ten List if he's in Vietnam, which I don't think has an extradition policy with the United States? Although the FBI has Alexis Flores, Victor Manuel Gerena and Semion Mogilveich on their list, who are all believed to be in nations with no current extradition policy.
Anyway, Cao is a very dangerous fugitive who doesn't seem to care about how many people he could have harmed by opening fire inside that restaurant, and as a result two people are dead.

Cao Is my personal wild card for landing on the top ten list, though the U.S. is on friendly terms with Vietnam so getting him should be easy. But it gets difficult discussing the fact that he's already been on the run 11 or 12 years now and it shows he's likely not in the States and has changed his appearance dramatically and is hiding in plain sight doing anything in Vietnam, it's possible at this point. I've considered Cao a serious wild card for the list since 2013, he fits the bill perfectly and I know I sound like a broken record with every case saying this but the added publicity will help. But it'll be good having him on the top ten list if he's added and I maybe wrong but I'm assuming it should happen within the next few years because 12 years I feel this case has been swept under the rug in a sense.... There's not nearly as much publicity on him as say other non top tenners like David Durham or Bruce Sawhill.

I definitely agree with you he has top 10 list potential. I still feel the FBI knows there are way too many long-timers on the list and are going to reserve that Myloh Mason spot for fugitives from at least 2010 to present- but shouldsay a Jason Derek Brown or Fidel Urbina get captured then definitely that heightens his chances.

Yes of course, now don't get me wrong I do think Cao should be the next top tenner, but I feel Bhadreshkumar Patel could be the next one because his crime stands out big time but the capture of a long time top tenner shouldn't be the reason to add Cao since he committed a senseless act, but it wouldn't hurt to finally add this long overdue Fugitive

Patel is in my opinion going to be the next guy to be added if not caught- but yeah I hear you. The FBI's list is not always about the worst of the worst though, but also guys they think the public can catch. When they added Eric Toth, not that he wasn't accused of sick crimes, and in no way am I condoning his actions, but it seemed like they were basically saying "there *might* be people or child molesters even worse than him, but he's over 6 feet tall and has a distinctive mole on his face and the public would definitely recognize him so that's why we chose him over other cases."- So that's another problem with Cao right now as all we have are old black and white photos when it comes to public tips.

Well we do agree on Patel possibly being the next top tenner lol but I'd be surprised if it wasn't but anyways I do agree those photos of Cao they seem very old and perhaps an age progressed photo of him could be good and also asking the government and law enforcement in Vietnam for assistance in locating and apprehending him.

Weird but it happens from time to time. Sometimes the leads dry up and they want to make room for newer fugitives. (Sometimes there's such a thing as having too many fugitives- our site is just a message board meant to discuss cases whose goal isn't really to take tips (although I always forward them if I get them anyway) so we don't have to worry about that problem).
I see no news of his capture so they probably removed him because tips haven't been too helpful. Hopefully he can still be caught one day anyway though.

Yes I hope so too.
There's other longer running fugitives on the site but I guess your right about the tips.
In a sense Philip Policarpio reminds me a lot of Cao which is why I checked to see if he's still on but was shocked to see he's not on the site since they both committed crimes having to do with their Girlfriends (jealousy and anger) both fugitives are wanted out of the Los Angeles area, and they are both believed to be in Southeast Asia.
While I no longer think of him as a wild card or contender, Cao would have been great to have as a top tenner but it was sweeper under the rug for so long, but let's hope he returns to the site like Amy Bradley.

Honestly I'm not that surprised they removed him since he's now been on the run for 12 years. But yeah a lot of times they do re-add guys to the site. Adam Emery (from 1994!) was off the site for a while, assumed dead by many, and then returned out of nowhere years later.

Hey Adam Emery you brought up my other wild card, but yes he along with John Hartin are considered my wild cards for the list right now.
Cao may still be in Vietnam and it's obvious he's there. He would have been a great addition 10 years ago but at this point he'll likely stay on there for years if he was to be placed in 2016.

Well that was a great foreshadowed statement in a way, I really forgot about Qouc Cao and i knew i wanted to mention someone but i just couldn't figure out which fugitive i was thinking about. Anyways i guess now we could say his chances increase of being added, however if he is it'll probably mark his return to the FBI site. The lack of attention this case has gotten over the years would be a defining factor for why he'd be added in order to get Cao under the bright spotlight and also because he's not pushing 81 like Bishop, at the age of 32-33 I also am so curious about this case because of the lack of details, that I'd be willing so far as to get in contact with detectives working this case myself to interview them, to get the full story (similar to The Hunt). Such a wild case yet largely ignored and 12 years cold, that at least The Hunt should pick it up. Sometime in 2010 he appears to have been the target of an operation from Interpol to bring down international fugitives, among them captured fugitives, Eric Bartoli, Whitey Bulger and Mr Giese (forgot his first name), as well as current FBI Top Tenner Robert Fisher. archives.fbi.gov/archives/news/stories/2010/july/interpol-roundup

Unfortunately, Cao's removal from the site indicates a DECREASED likelihood of addition to the top 10 list or The Hunt, etc...
While hopefully he can still be caught one day it is unfortunately a difficult case because of one grainy photo and likelihood he's in Vietnam.
