Wilbur Valtierra is wanted for the homicide of 17-year old Drake Maples. According to Newspapers.com archives, Wilbur and an arrested accomplice allegedly fired gunshots from a vehicle, striking and killing Drake. The suspected shooters may have had gang ties, but Drake was not a gang member.
Wilbur's relatives and his girlfriend dropped him off in Tijuana, Mexico and were arrested before they could try to get him back into the US. Despite the fact that detectives believe that Wilbur walked back into the US, Wilbur remains a fugitive nearly 30 years later.
Based on crime location, it is advised to contact the Rialto Police Department at 909-820-2550 if you have any information on Wilbur Valtierra's whereabouts.

Thoughts? As of today, May 10, 2024, Wilbur's PC 187 (murder) case in San Bernardino County's court records database is in warrant status. There has also been no filings since 1994 except a 2010 entry where a copy of the warrant was faxed (presumably so that the warrant could be filed electronically). I checked PACER and did not see a UFAP (Unlawful Flight To Avoid Prosecution) case for Wilbur. The online records may not go back that far though.
Unfortunately this is another case where I had to enhance the Newspapers.com image of a fugitive with the Remini application. Members can view the two images and see a slight improvement in regards to the image quality. I want to make it clear that law enforcement generally has decent quality images of these cold case fugitives. The problem is that law enforcement and media has made almost no effort to publicize these cold case fugitives in the digital age (even though the agencies publicize at least some of their cold case unsolved homicides).
I hope that Drake's family can finally get justice and accountability in their loved one's case. Based on my above summary, Wilbur may be in either Southern California or Mexico. Wilbur should still be considered extremely dangerous and this case really needs some renewed publicity.
