Jose Manuel Santiago is the last suspect wanted for the homicide of 16-year old Charles Williams. A man named "Smith" recruited his friends, including Jose to help in a fight over a stolen bicycle. Smith and Jose found the first victim, a 20-year old man and allegedly shot and wounded him. They then drove to another address where they spotted Charles. Charles tried to flee but Smith and Jose allegedly shot him to death.
Smith pleaded guilty to involuntary manslaughter, according to the San Diego Union Tribune Newsbank archives. Jose has never been arrested.
