William Powell is wanted for the homicide of 35-year old Ciara Bullock. A warrant was issued for William's arrest on a charge of second-degree murder. The New Orleans Police Department said that William may have fled to the Jackson, Mississippi area. PACER records show that the US Marshals found out that William may be in other locations in Mississippi. The Marshals then issued a federal warrant for Unlawful Flight To Avoid Prosecution back in August.
