Some of us were speculating that Obas was not added due to the instability and crisis situation in Haiti, and then the FBI adds the man who is likely at the root of the problem in the Haitian situation to put pressure on Haiti. Because of this, I believe Obas will still be added eventually. Just wanted to add context for casual readers who first come across this thread- there is an image feed listing that sort of helps see who the FBI is going to add to it's website or top ten list ahead of time. All indications were it was going to be an AMW cold case fugitive from the 90s named Stanley Obas- wanted for the murder and rape of a 13-year-old girl, possibly hiding in Haiti. They added Innocent instead. Understandable, as terrible a crime as Obas is wanted for, this is at the moment the much bigger and more recent Haitian case and just unfortunate timing and coincidence that the priority of the ongoing and increasing danger and violence in Haiti coincided with their original plans to add a fugitive also from there. Obas remains on the FBI's overall website.

Contrary to most on this forum, I don't like this addition. He is obviously a threat to society at large, but I'm not sure if publicizing his crime through his addition will lead to his capture. Since Innocent is part of a large gang, it is not likely that the general public in Haiti will reveal his whereabouts.

Fair enough opinion. Part of the criteria should be catchability- and it seems likely some sort of international cooperation also may be what brings Innocent in. However, this addition does make things difficult for him and box him in in Haiti and give him a smaller world to hide in (if he's still there) as fleeing elsewhere brings the increased publicity and pressure.
I normally would agree with you as my main complaint about the list the past few years is adding "movie villain" crime bosses rather than focus on catchability and the fact the list was actually not supposed to be worst of the worst- but the most catchable worst of the worst- just feel this is "another level of evil" case- and not completely far fetched that the list could play a role in capture- which is why I'm fine with it.

Six nuns were just abducted in Haiti. I don’t know if Innocent has his fingerprints on this one, but I wouldn’t rule it out because of his history of kidnapping Christian Missionaries. I also read recently that he is alleged to be responsible for the murders of four police officers in Petitionville, Haiti. I’ll place the link below. Your right this thug and gang of fiends has basically have been running wild throughout port au prince and one of the types of criminal enterprise I cannot stand and absolutely detest is kidnappings it's horrible when it's just regular civilians here in the states you know children and disabled and normal people when they are kidnapped but I have to say kidnapping religious figures is just a lot worse in my opinion this absolutely makes me just hurt and sapped of hope this is the worst kind of kidnapping where people who want to spread God's message get kidnapped by a gang of bloodthirsty psychopathic gangsters and what was there crime trying to help the good people of port au prince because they have gone through a lot and the fact that they are being targeted and the fact that several people were killed including a hostage and several police officers just makes my skin crawl innocent needs to spend the rest of his life in prison

With Haiti in nothing short of chaos right now, I doubt there is any chance in the foreseeable future that Innocent is captured. The Prime Minister resigned due to the demands of one of the gang lords there.

Yeah this was cutok’s argument against Innocent being on the list. I am normally against “movie villain” fugitives from countries with difficult extradition for the same reasons but felt Innocent was like a Bin Laden-esque genocidical fugitive (not exaggerating) that had earned a rare exception from my usual complaints about wanting more catchable fugitives.

The Haitian state has collapsed, Vitel’Homme in my opinion has his place on the Top Ten List well deserved, for this reason, he’s still actively being a ruthless warlord.
I do agree the fact that Haiti’s institutions have collapsed means it’ll be hard to catch him, but they could always do what they did with Mir Kanzi, by luring Vitel’Homme and his bodyguards to the Dominican border and have FBI agents and Dominican Border guards arrest him.
This seems like it’s a violation of another country’s sovereignty, but then again the extradition of Mir Kanzi wasn’t exactly legal either but I agree with this method as the only resort at the moment.

I do feel like Innocent was an excellent addition. A lot of what has happened in Haiti has occurred in a vacuum, and so I cannot really fault the FBI for adding him to the list when he posed a substantial threat to Americans in Haiti, especially Christian missionaries. There are really no outcomes on the table at the moment that I believe will lead to him being captured quickly, though.

Well the insanity continues in Port au Prince in March 4th this year they stormed two of the most secure prisons in the country and tried to take over the port au Prince airport the gangs managed to free according to ap news over 2000 of the most violent dangerous inmates and killed over 14 guards and this is probably why the gangs have had there numbers swollen in the last few months and why the clashes with what's left of the Haitian government and the street gangs my prayers are with the good people of Haiti stay safe and stay strong the gang lords might as well be called the true power as much as I hate to say this it hurts but I'm a realist and I have to be logical the situation of Haiti will get worse before they get better and innocent is probably the most dangerous gang lord in the whole area of the Caribbean the only on my opinion he is only rivaled by El mencho in Mexico in terms of the power he wields over his country it's scary plain and simple

However I still do believe he is catchable even gang lords like this are still human and we all slip up but cases like this like Eduardo boards ravelo which I'm sure we all know who that is and a lesser known case Genaro Ruiz Camacho of this guy's name is familiar jos accomplice Juan Jackson was on unsolved mysteries but Camacho was working for the cartels and if they tried to make a arrest it would have been bad but we lured him across the border somehow but both of them were caught innocent will get his
