Vitel’Homme Innocent has now been charged by the United States Department of Justice for a separate incident in October 2022, in which he ordered the armed kidnapping of 2 U.S. Citizens and resulted in the death of 1. www.justice.gov/usao-dc/pr/haitian-gang-leader-charged-hostage-taking-offenses-resulted-death-us-citizen-haitiHis FBI poster has been edited to reflect the new charges “Vitel'Homme Innocent, as leader of the gang Kraze Barye, allegedly worked together with the gang 400 Mawozo, in the October 2021, kidnapping of 17 Christian Missionaries in Haiti, including five children, one as young as 8 months old. The hostages were allegedly held at gunpoint and most remained captive for 61 days. The gangs demanded ransom payment for each of the victims. Additionally, under the direction of Innocent, it is alleged that in October 2022, the Kraze Barye gang kidnapped a United States citizen in Haiti and killed a second United States citizen during the kidnapping attempt. Vitel'Homme Innocent was charged with Conspiracy to Commit Hostage Taking; Hostage Taking; Conspiracy to Commit Hostage Taking Resulting in Death; and Attempted Hostage Taking Resulting in Death by indictments filed in the United States District Court for the District of Columbia.” www.fbi.gov/wanted/additional/vitelhomme-innocent

If any more vacancies should clear up on the two national most wanted lists before all his co-conspirators and gangmates get caught, I'd consider adding him using Wesnel Felex Isaac, who was also wanted for Haitian gang activity, kidnapping, and murder (granted Felex had 3 mortal victims) as a precedent.

I think going forward we should keep a very sharp eye for any developments regarding this particular individual, he’s shown himself to be a true menace to the public.

This also makes history as the first Innocent man on the top ten list. Just kidding, but I actually really like this addition- I know normally I'm more for domestic/catchable cases but this guy is allegedly beyond evil- along with the kidnappings and of course possibly involved with the murder of Jovenel Moise. This is a classic case for the list imo.

This addition is an excellent choice. This man is a big part of the reason the US State Department is now listing Haiti as a Level 4 - Do Not Travel Country. 17 different people have been held hostage allegedly as a result of his actions, and a person has been killed. Since Haiti hasn’t done anything, this addition really turns up the heat. Surprisingly, we do have an extradition treaty with Haiti, so getting him here may be easier than thought.

I did read the extradition treaty between the U.S. and Haiti. Believe it or not, it’s 118 years old. The death penalty isn’t discussed in it (from what I saw - I skimmed it). However, Innocent’s charges are both extraditable. Kidnapping of minors and murder are extraditable offenses. Notwithstanding the treaty, there is no obligation under the treaty for either Haiti or the U.S. to extradite their own citizens. I would imagine, though, that they want Innocent gone, as he has been implicated in the President of Haiti’s assassination in 2021, as Scumhunter mentioned.

I think what I like about this addition is that even though Innocent fits into the "movie villain" crime boss category I've described with earlier additions during this century- he is a modern movie villain- and what him and his gang have been doing is a modern problem (which we've seen in other parts of the world with terrorist organizations and gangs kidnapping innocent civilians). This isn't a cocaine kingpin when it's not the 1980s anymore (I still don't condone it and still would also like to see a big-time fentanyl dealer on the list).

Great addition and this marks the first time since July 2022 that the fbi has a full list of 10. The FBI added Vitel’Homme Innocent to the list as they believe the public could help in a disclosed way, so we’ll see. Also his reward was doubled to $2,000,000

To me, allegedly kidnapping Christian missionaries and killing a U.S. citizen during another kidnapping for ransom is as low as it gets. By allegedly harming U.S. citizens, Innocent is hurting Haitians. The reason I say that: no Christian group is going to go to Haiti now and help the citizens there in extreme poverty now. And the root of this is just money. Plain and simple. I wouldn’t be surprised if he’s another Top Tenner killed during capture.

Imagine what Top Ten List historians will say in the 2080s or something, there was even a man named Innocent on the list added back in 2023.

Some of us were speculating that Obas was not added due to the instability and crisis situation in Haiti, and then the FBI adds the man who is likely at the root of the problem in the Haitian situation to put pressure on Haiti. Because of this, I believe Obas will still be added eventually.
