His original sex offense happened in 1988 in New Jersey and involved the sexual assault of a 74-year-old woman.

His last known address was near 11th Street and Hickman Mills Drive in Kansas City, Missouri, but his current location is unknown.

He is currently a non-compliant registered sex offender in Jackson County.

Thoughts? As of today's posting date (8/8/2023), Mann is still listed on the Missouri Sex Offender registry as a tier 3 non-compliant absconder. He is also currently in the latest listings of the Kansas City Metro Crime Stoppers monthly most wanted paper. I put 2020 since I am unsure when Mann officially became wanted, only articles seeking uis capture came out beginning in 2020. (His last photo was taken August 2019).
