Kevin Dyall is wanted for a double homicide. According to a 2002 Newspapers.com article, Kevin is accused of shooting three people at 534 S. Salford St, killing two of the victims. The motive was an argument over drugs.
Another Newspapers.com article from August 17, 1998 mentions a double homicide at Salford St that I believe is this case. It mentioned the homicide victims were 36-year old Carl Marant and 44-year old Roland Marant. I am concluding that they are the men that Kevin is accused of killing.
PACER records show that an Unlawful Flight To Avoid Prosecution (UFAP) warrant was issued for Kevin in 2006. The warrant was dismissed in 2018 since Kevin was still at large and the FBI was focusing on other investigative priorities.

Thoughts? As of today, July 5, 2023, Kevin is on the PhillyMostWanted website as one of the city's wanted homicide suspects.
A note that I try to find the names of homicide victims in fugitive cases to make sure that the victims are not forgotten and not to intrude on the privacy of the victim(s) families. I really feel that emphasizing the victims can convince people to come forward with valuable information on any cold case. This is especially important for cases in cities like Philadelphia where the victims are too often forgotten about.
As for Dyall, well he should be considered extremely dangerous since he allegedly committed a triple shooting that led to a double homicide. Also keep in mind that Dyall was just 18 at the time. The UFAP complaint document was not available in PACER so I don't know where Dyall presumably fled to. Hopefully he can still be brought to justice.
