Oscar Noriega is wanted for the homicide of 23-year old Miguel Angel Tovar-Briseno. According to Newspapers.com archives, Oscar allegedly struck Miguel's head with a piece of wood after a fight, causing Miguel's death. Oscar has been a fugitive ever since.
