Jose Ricardo Serrano is wanted in connection with the death of Noel Jason Zuniga. According to a document in the Dallas County Court Documents database, Jose was allegedly driving while intoxicated and went off the road. Jose's vehicle then struck three other vehicles, and struck and pinned Noel, causing the victim's death. Jose was arrested and charged with intoxicated manslaughter. He soon became a fugitive however and fled.

Thoughts? As of today, September 25, 2022, Jose's case has no listed disposition in Dallas County's court records database. There have also been no uploaded files to the Dallas County court documents database since 1995 in regard to this case. This is how I validate that fugitives out of Dallas County are still at large.
