Announcing Combined Reward: $50,000
SAN JUAN, PR—Today, the Federal Bureau of Investigation (FBI), the Bureau of Alcohol, Tobacco and Firearms (ATF) and the United States Marshal Service (USMS) came together to announce a combined reward of $50,000.00 for information leading to the arrest and conviction of federal fugitive Nelson Torres Delgado, also known as, El Burro.
“The terrible violence Puerto Rico has seen recently is regrettable and unacceptable. I have said it before, and it merits repeating—the way out of this violence and to take back our communities is by becoming a part of the solution,” said Joseph Gonzalez, special agent in charge of the FBI San Juan Field Office. “Today, we are coming together with our local federal partners to encourage the public to come forth with information on the whereabouts of this fugitive,” he added.
“This is a collaborative partnership effort to improve the quality of life for the citizenry of Puerto Rico,” said Special Agent in Charge of the ATF Miami Field Division Christopher A. Robinson.
“The U.S. Marshals Service prioritizes the investigations and apprehension of high-profile criminals considered some of the most dangerous fugitives. These offenders tend to be career criminals with histories of violence and whose instant offenses pose a significant threat to public safety. Nelson Torres Delgado aka: “El Burro” is one of these cases that threatens our communities’ security in Puerto Rico. So, we will not rest until we capture him and anyone who helps him evade Justice. This close cooperation with the other elements of federal law enforcement always leads to positive outcomes to improve the quality of life of our people,” said the U.S. Marshal for the District of Puerto Rico Wilmer Ocasio-Ibarra.

Federal Fugitive “El Burro” Identified As Mastermind Of Massacre That Left Five Dead In Puerto Rico – CVBJ

PUERTO RICO – A week after the eleventh massacre of the year, the Police Bureau is exploring various theories, names and scientific evidence in search of clarifications on the violent massacre, which killed five men and left another injured last Tuesday in front of a company in Lemon.
Lt. Col. Roberto Rivera, deputy commissioner for criminal investigations of the police, told El Nuevo DÃa that there were “a lot” of names taken into account at this stage of the investigation, but confirmed that the “mastermind” was the federal fugitive Nelson Torres Delgado, alias “El Burro”.
“What happens is that The donkey is a leader, We can’t say he was there, but we know that was the man who gave the order. There, in this area, no one is killed that El Burro does not allow“, he stressed.
Authorities believe Torres Delgado, 35, controls drug trafficking in Cidra areas, Aguas Buenas and Caguas.
The fugitive has been wanted for two years, for which federal authorities are offering a $ 20,000 reward and urging citizens to share confidential whereabouts information by calling 939-475-6916 or going to www.usmarshals.gov/tips.
Currently, investigators are working on two other cases alongside the massacre, which are the a double murder occurred on the PR-53 highway in Guayamaand that of a man on federal probation who was murdered in July outside a restaurant in Salinas.
“We have a lot of names and we have to exclude some. When we watch the video, there are four (armed men), but there may be others indirectly involved, and with that we are working, â€commented Rivera.
The officer pointed out that last Saturday a bus was busy which appears to be the one seen in a video posted on social media about the time of the multiple murder. This vehicle was the one that the assassins used to fire the first bullet at the victims, then to escape from the scene.
“A red Kia Sportage has been seized, which we are working on (extracting) the fingerprints from and continuing to throw away. We do not have a license plate number, but we occupied one that was stolen on November 18 in the Bayamón region and we occupied it in the Tomás de Castro region, in Caguas â€, he explained.
At present, the authorities are evaluating three hypotheses and endeavoring to limit the scope of the investigation to one theory. However, Rivera stressed that people who could have details of the events were not cooperating and information from the public was scarce.
“We had to, as they say in police slang, give birth to this affair. And that’s who we are, we work hard, corroborating the scientific evidence. We are working tirelessly because we really want to clarify it and we want people to know who the protagonists are», He commented.
The massacre took place around 11:49 p.m. on December 7 in front of a shop in the Certenejas district, in Cidra. The moment was captured in a gruesome security camera video, in which it is observed as the gunmen exit a red vehicle and walk the victims across the ground to shoot them again.
The target of the assassins has been identified as Jonathan O’Neill Ortiz Castrodad, 27, who was on the police’s most wanted list in the Caguas region. Ortiz was suspected of several crimes, including the recent murder of a young man in Cidra.
Andrés Manuel Bonilla Rivera, José M. Delgado and Sebastián Figueroa Chamorro, who had criminal records for aggravated theft, were also murdered. The fifth victim, Brian Ãlvarez, 24, died last Thursday.
