According to the Tarrant County Court Records database, Tranquilino allegedly shot and killed Ruben Castillo. The crime took place on July 7, 1996 in Fort Worth. Additionally, Tranquilino allegedly shot and wounded four people on January 1, 1996 in a separate incident.
Court records show that Tranquilino was arrested for the above crimes. He however violated his bail agreement in around 1997/1998 and became a fugitive.

Thoughts? As of today, September 16, 2022, Tranquilino has listed warrants for his arrest in the Tarrant County court records database. The reason that his case was filed (compared to other fugitives) is that he was initially arrested but fled after posting bail. This seems to be the policy for certain Texas counties where court cases are only filed if the defendant appears in court which is not the case for most fugitives. I did not see an UFAP case for Tranquilino in PACER.
