Santos Velasquez is wanted for the homicide of 18-year old Michael Palencia. Michael had gotten into an argument with Santos outside a convenience store when Santos allegedly shot Michael to death.
Newspapers.com articles also mention that Santos is a suspect in an armed robbery that was committed five days after Michael's death. During the robbery, Santos and an accomplice allegedly threatened to kill those in a store if they did not lay down on the floor.
Santos is believed to have fled to Mexico. A federal warrant for Unlawful Flight To Avoid Prosecution was issued in November of 1999, according to PACER records. That warrant was closed in 2019 for administrative purposes.

Thoughts? As of today, July 1, 2022, Santos still has a homicide warrant in Utah's official statewide warrants database. The fact that the UFAP warrant was closed for administrative purposes tells me that authorities do not know Santos's exact whereabouts.
Despite the passage of time, I hope that Michael's family can still get justice in this case.
