Remarks: Ignatova is believed to travel with armed guards and/or associates. Ignatova may have had plastic surgery or otherwise altered her appearance. Caution: Ruja Ignatova is wanted for her alleged participation in a large-scale fraud scheme. Beginning in approximately 2014, Ignatova and others are alleged to have defrauded billions of dollars from investors all over the world. Ignatova was the founder of OneCoin Ltd., a Bulgaria-based company that marketed a purported cryptocurrency. In order to execute the scheme, Ignatova allegedly made false statements and representations to individuals in order to solicit investments in OneCoin. She allegedly instructed victims to transmit investment funds to OneCoin accounts in order to purchase OneCoin packages, causing victims to send wire transfers representing these investments. Throughout the scheme, OneCoin is believed to have defrauded victims out of more than $4 billion. Ignatova served as OneCoin's top leader through October 2017. On October 25, 2017, Ignatova traveled from Sofia, Bulgaria, to Athens, Greece, and may have traveled elsewhere after that. She may travel on a German passport to the United Arab Emirates, Bulgaria, Germany, Russia, Greece and/or Eastern Europe. On October 12, 2017, Ignatova was charged in the United States District Court, Southern District of New York and a federal warrant was issued for her arrest. On February 6, 2018, a superseding indictment was issued charging Ignatova with one count each of Conspiracy to Commit Wire Fraud; Wire Fraud; Conspiracy to Commit Money Laundering; Conspiracy to Commit Securities Fraud; and Securities Fraud. The first addition in a post Fisher top ten list is a woman, but not just any woman but cryptoqueen which is interesting to say the least, and I feel the FBI is going towards a more international aspect with this addition.

Ugh. I love you FBI and I know I sound like someone never happy but with all my complaints about other additions considered, this is the stupidest addition since Semion Mogilevich. I like the variety in a way but otherwise she's likely in a country where extradition will be difficult and there are still way too many domestic cases that could have used the attention.

I also want to stress the alleged victims did not deserve to be scammed, just this is yet another enterprise fugitive instead of a more catchable domestic fugitive where we could justice for a victim quicker.

Once again, I think the FBI does a great job in general, just I disagree with just one aspect which is their handling of the list lately- which is international criminal enterprise fugitives instead of more catchable domestic and violent and dangerous fugitives.
With that being said, I will take back my criticism if this happens- in that I can actually see Ignatova surrendering due to the stress from the international pressure- that's got to weigh on her regardless of how touchable or untouchable she is- even if public tips don't do much to move the needle.

I sort of miss Octaviano Juarez-Corro listed as captured on the Top Ten List already and I agree the only reason they’re adding her is to push her to surrender because no matter where she goes it’s going to be hard and Russia currently is fragile.

I am wondering if they are concerned that she may be financing terrorism or something of that nature. Two other possibilities: she may be running new scams, or 2) I am almost wondering if they have evidence of her being involved in ransomware involving Bitcoin.

You know what, the financing terrorism possibility is a good point. I'm still not sure the top ten list is the appropriate list even in spite of that- since once again I still think this might be more about international cooperation and not public tips- but you do have a good point there may be more unsaid since just a fraud fugitive (even if it is 4 billion in fraud) is unusual.

If you google Ignatova and terrorism there apparently links to terrorist groups. I guess the most wanted terrorist list isn't applicable since she may he helping or being helped by terrorists but isn't a technical terrorist herself, hence the top ten list herself? Also the possible links to terrorism are what will cause even Russia to extradite her as they want nothing to do with anyone associated with terrorism and even the United Arab Emirates. I agree with you. She's a bad person and I hope she's brought to justice but I don't see how this is going to help catch her. Wherever she's at, it's likely in a place we'll never be able to get her.

The locations mentioned in the wanted poster are numerous but when they vaguely mention “Eastern Europe”, it’s like did they develop some information that she’s in Eastern Europe? There’s multiple countries that can be considered Eastern Europe besides Greece and Bulgaria, like are we talking about the former Yugoslav republics? or Ukraine? Or Moldova? Romania? Albania? Belarus? Others?
