Cesar Baldobenos is wanted for the homicide of 21-year old Jessica Montalvo, according to a document in the Dallas County Court Documents database. Jessica was beaten and stabbed to death in a hotel room while her 4-year old son watched, according to a news article in the Dallas Morning News Archives. Cesar has been a fugitive ever since.

Thoughts? As of today, April 10, 2022, I have concluded that Cesar is still a fugitive. How I did so is a little bit complex, so I've summarized it in an explanation below.
Dallas County has two court related database. Once is for case summaries and one is for case documents. The website for case documents shows no new entries in Cesar's file (F0660876) aside from a 2010 entry where they uploaded the docket sheet. The website for case summaries shows there is a blank disposition in Cesar's murder case.
What gets confusing is that the warrant is marked as "C" which means it's been cancelled. Normally that would mean a fugitive is no longer wanted, but I have looked at other Dallas County cases, including Juan Delacruz who is still on the TXDPS Wanted List and Juan's warrant is marked as "C". Even Yaser Said's warrant is marked as "C" (Said's warrant should be classified as "served or returned" in my opinion). Based on the lack of case documents and no disposition, I feel these types of warrants are cancelled in Dallas County because the fugitives are not able to be located, but can be reinstated upon arrest. The main thing here is the lack of case entries which makes me conclude that Cesar is still wanted.
Anyway, moving on, I purchased a subscription temporarily for the Dallas Morning News archives. I have since obtained photos of a lot of Dallas County fugitives that will have threads her soon. All of these cases are without a disposition and have had no case entries since the warrants were issued.
Cesar Baldobenos not only allegedly murdered a mother, but forever traumatized her young child. I hope he can be brought to justice soon. I did not see an UFAP warrant for him in PACER but I assume that due to the passage of time, he fled the state of Texas.
