FBI Top Ten List: Removals and Their Replacements Directory
1. Dwight Alan Armstrong (310) replaced by Joseph Maurice McDonald (339)
McDonald was wanted for the St. Patrick's Day 1971 armed heist in Boston of a stamp collection worth $500,000.
A witness in the case was found shot to death Jan. 13, 1976, just before he was to give testimony against those involved in handling the stolen stamp collection
McDonald was arrested in Penn Station in New York, New York, by local police.

2. Leo Frederick Burt (313) replaced by James Ray Renton (340)
Renton was wanted slaying of Springdale, AR policeman John T. Hussey, 22, in December 1975. From April 1976 until his arrest in May 1977, Renton was on the FBI’s list of the 10 most wanted.
Due to an FBI investigation, Renton was arrested in Aurora, Colorado.

3. Benjamin Hoskins Paddock (302) replaced by Raymond Luc Levasseur (350)
Levasseur, a Vietnam veteran, was a leader of the United Freedom Front, whose members were charged with eight Boston-area bombings between 1976 and 1979, the murder of a New Jersey state trooper, the attempted murder of a Massachusetts state trooper, several other assaults on law enforcement officers, and several armed bank robberies. Levasseur was not at the scene of the trooper’s shooting and was never charged.
Levasseur was arrested in Deerfield, Ohio, by FBI Agents. He was driving in his car with his common-law wife and their three children.

4. Katherine Ann Power (315) replaced by Wai-Chiu Ng (387)
Ng was wanted for his role in the Wah Mee Massacre, where 13 were killed in Seattle, Washington in February 1983.
Ng was arrested in Calgary, Alberta, Canada by Royal Canadian Mounted Police.

5. Arthur Lee Washington (427) replaced by Eric Franklin Rosser (460)
ERIC FRANKLIN ROSSER IS BEING SOUGHT IN THE UNITED STATES IN CONNECTION WITH
THE INTERNATIONAL PRODUCTION, DISTRIBUTION, AND EXCHANGE OF CHILD
PORNOGRAPHY BETWEEN BLOOMINGTON, INDIANA, AND BANGKOK, THAILAND. HE IS
ALSO WANTED FOR HIS ALLEGED MOLESTATION OF A NUMBER OF YOUNG GIRLS IN
THAILAND.
Rosser was arrested in Bangkok, Thailand, after arriving at his English Teacher’s certification class. A tip from the America’s Most Wanted television program led the FBI to Rosser.

6. Donald Eugene Webb (375) replaced by Shauntay Henderson (486)
A woman matching Henderson’s description approached a parked car on Red Bridge Road in Kansas City on September 2, 2006. Reportedly, the woman walked in front of the vehicle, peered in, then walked to the driver’s side, where she pulled out a semiautomatic pistol and allegedly shot the driver three times in the chest.
Henderson was arrested without incident at the residence of an associate in Kansas City, Missouri.
3/31/07 - 3/31/07
7. Semion Mogilevich (494) replaced by Myloh Jaqory Mason (505)
Mason was being sought for his alleged involvement in multiple violent bank robberies and two separate
shootings during November 2015 in Colorado.
Myloh Jaqory Mason was arrested in Thornton, Colorado, at a Motel 6.
12/17/15 - 1/15/16
8. Glen Stewart Godwin (447) replaced by Philip Patrick Policarpio (508)
Policarpio was wanted for the murder of his girlfriend and her unborn child in Los Angeles in April 2016.
Philip Patrick Policarpio was arrested by US Customs and Border Protection agents at the US/Mexico border on the US side as he was trying to re-enter the US from Mexico.

9. Victor Manuel Gerena (386) replaced by Terry A.D. Strickland (512)
Strickland was wanted for the double homicide of 2 men in Milwaukee, Wisconsin in July 2016.
Terry A.D. Strickland was arrested by the FBI in El Paso, Texas, and the El Paso Police Department as a direct result of a citizen seeing his poster on the FBI website and calling in a tip. Strickland was arrested without incident during a traffic stop.
12/15/16 - 1/15/17
10. William Bradford Bishop, Jr. (502) replaced by Antwan Tamon Mims (519)
Mims was wanted for murdering 2 people in front of hundreds at a house party in Benton Harbor, Michigan in March 2018.
Antwan Tamon Mims was arrested without incident by members of an FBI Task Force at an apartment complex in College Park, Georgia.
6/27/18 - 7/31/18
11. Robert William Fisher (475) replaced by Yulan Adonay Archaga Carias (526)
Yulan Adonay Archaga Carias is a leader of MS-13 in Honduras and is wanted for Racketeering Conspiracy (RICO); Cocaine Importation Conspiracy; Possession of Machine Guns; and Conspiracy to Possess Machine Guns.
11/3/21 - Still on List
12. Eugene Palmer (523) replaced by Omar Alexander Cardenas (528)
Omar Alexander Cardenas is wanted for his alleged involvement in the murder of a man that occurred on August 15, 2019, in a large outdoor shopping center in Sylmar, California, immediately next to Los Angeles. It is alleged that he fired several rounds from a semi-automatic handgun at the victim, striking him in the head and causing his death. A local arrest warrant was issued for Cardenas on April 3, 2020, in the Superior Court of Los Angeles County after he was charged locally with murder. A federal arrest warrant from the United States District Court, Central District of California, was issued for Cardenas on September 2, 2021, after he was charged with unlawful flight to avoid prosecution.

13. Jason Derek Brown (489) replaced by Michael James Pratt (529)
Michael James Pratt was arrested without incident in Madrid, Spain, by the Spanish National Police.

Any thoughts? I only included the 12 cases in which the FBI had to remove fugitives because they no longer considered them a menace to society and not the multiple fugitives who had their processes (charges) dismissed.
The purpose of making this thread is as a directory and also for us to analyze which kind of crimes/fugitives drive the FBI to come to the conclusion that a one fugitive “no longer fits the criteria for inclusion on the list” and replacing them with a person who is a “Menace to Society”.
