Who to call if you've seen him: 1-800-4-PA-TIPS or US Marshals Service 1-877-WANTED-2Crime Stoppers PA description: The Pennsylvania State Police, Troop E, Warren, continue their search for George Allen Keith who is wanted for Escape. On December 21, 1999, at approximately 1:10 p.m., George walked away from the Warren State Hospital. The institution is located along State Route 62, Conewago Township, Warren County. George Keith was permitted to be outside of the building by himself, but was not permitted to leave the grounds of the hospital. In 1975, George Keith was tried for the Criminal Homicide of a 12 year old girl in Clearfield County, Pennsylvania. He was found not guilty by reason of insanity at the time and was committed to Farview State Hospital in Scranton, Pennsylvania, area. George Keith was later transferred to Warren State Hospital in 1982. where he remained a patient until the time of his escape. George Allen Keith may be using the first name of Jake or Snuffy. He has contacts in Conneatville, Crawford County, and family in Clearfield County, Pennsylvania. Additional Notes from other articles: -Keith claimed to be a Vietnam war veteran who thought his victim- Tracy Stetler, was a Viet Cong woman carrying a homemade bomb. Stetler was walking home from her local YMCA, carrying a raspberry-flavored soda, wearing jeans and sneakers. The can of soda was apparently what Keith visualized as a potential homemade bomb. The story was apparently brought since he wound up in a mental hospital. -There is a hole in his military records and it is possible, though not proven, that Keith spent time in special forces in Vietnam. -State Troopers are split on whether Keith is still alive. When Keith walked away from the facility there were blizzard-like conditions outside. A State Trooper interviewed believes that while Keith had the intelligence and had the means and intelligence to flee to Mexico, or if he really did have special forces training, could have had the know how to stay on the run, he still is leaning towards Keith being dead. -Ray Gricar, who wound up taking up the case, is most well-known as the District Attorney who declined to prosecute Jerry Sandusky in 1998. Gricar mysteriously disappeared in 2005 and was declared legally dead in 2011. His disappearance was profiled on America's Most Wanted's website. Thoughts? I should note that some of the articles below describe how Keith killed Tracy (there is an anonymous comment that claims he raped Tracy before killing her on one site, this has now been confirmed based on a US Marshals wanted poster). The Sara Ganim article which is the third link below is an EXCELLENT article if you want to read further. What bothers me is the lack of media attention on this case. When we profiled the case of Eric Wyatt, an escaped mental patient from Seattle where the public was not alerted until a week later, I was livid. So if I was mad about that, you can imagine how furious I am that despite the escape initially making local area papers, Keith really has not been talked about much since. I really don't know why it was never profiled on AMW. Keith didn't disappear when The Hunt was on and they only did 1 or 2 cases (no disrespect to The Hunt, just saying their case load would have been less). He disappeared during a time when a fugitive show would some times show 50 fugitives in one single episode. And I've said it before and said it again, there are many signs that a fugitive might be dead, but we can't take that chance. I think Tyrom Theis is dead for example, but because his body is not yet found, his case should still be investigated until it's proven he's no longer alive. Is it possible Keith's body decomposed in that vast wooded area after his escape? Sure. However, Keith is also an escaped mental patient who killed a 12-year old girl, and may have raped er as well. We can't let this case go by the wayside. We need to find out what happened to Keith, one way or the other. I am aware of this case and I can't fathom why it wasn't acknowledged in any way by AMW. AMW was known to air fugitives that may have died while on the run so why didn't they air an escaped mental patient who was confined after raping and killing a 12-year old girl (The USMS Poster mentions that the rape occurred).
As far as what ever became of him, is it known if his family have cooperated with investigators? A mental patient wouldn't have survived after escaping in a major snowstorm without assistance from somebody. Why would someone who was locked up for 25 years choose to escape in a snowstorm without help from the outside?

One of those commenters on one of the links is a nephew who says he was only eight or nine when Keith escaped and that no one in the family is harboring him. Of course it doesn't mean he's telling the truth but a young man who didn't know Keith that well as he was only a child likely isn't as attached to lie for him. I believed it really was a nephew and I believed he was telling the truth that at least he didn't know anything about Keith's whereabouts. Keith perhaps could have fled to Mexico if family isn't harboring him.

Now that Keith is on our dirty dozen, it inspired me to research some more about him. I read some interesting claims on another message board and some people posted claiming to have known him and Tracy (his victim). Apparently, some people believe his story about the girl reminding him of a Viet Cong is not true since there is no official record of him having served overseas. (It seems his claims were enough to get him committed, but I also agree it is entirely possible he made it up.) One person who lives from the area Keith is from says everyone says Keith is not as crazy as he seems, knows exactly what he's doing, and may have fled to Mexico. www.websleuths.com/forums/archive/index.php/t-43999.html

I think the 5th Amendment protects Snuffy from Double Jeopardy, so I don't know if he can be re-tried. But he escaped from a psychiatric prison, so I imagine they can still send him to lifer's row. If he'd never been tried before, I imagine some judges might rule that Snuffy's too old to condemn to death. Fellow sexual child killer Robert Brent Bowman was in his 70s by the time he was caught, and I think a judge in Toledo determined he was too old to execute, and Bowman's on lifer's row if I'm not mistaken.

He was committed and it would be hard to undo that regardless of if he's been tried before in my opinion. Legally speaking, it would be hard at least. If captured he will likely be sent back to that mental hospital whether he was exaggerating or not. It's not the same punishment as prison, but at least he'll be in a confined space for the rest of his life.

I checked newspapers.com and found that the victim's family and the FBI submitted this case to AMW in 2000. It appears that AMW declined to air it oddly.

This has to be one of the most intriguing cases I have read about. I hope he gets caught or if dead that his body gets recovered. I also don't understand why AMW refused to air the case.

I don't have any updates just that while Keith has been a longtime member of our forum Dirty Dozen list, we actually haven't discussed him in a while and he's never been fugitive of the week so I figured it was well past time to make him fugitive of the week for this week (11-10-11/16, 2019).

I checked Newspapers.com and found some shocking details. It turns out in December of 1974, George Allen Keith was part of a mass prison break of eight inmates! Even though in that instance he was caught soon afterwards, it does show that the 1999 escape was not the first time he fled custody of the corrections system.

It's going to be hard if he's deceased to ever find out about it but this is another case we may unfortunately have to replace in a few years on our dirty dozen to make a room for someone with a better chance at capture and being alive, but he'd still remain on the site of course (Esnel Jean it's only the Public Enemy portion I'd replace in a few years but Keith it may make sense to remove entirely if not caught). Just the more I think about this case, the more I find it hard to believe Keith is still alive even if he did escape and go on the run initially.

Reason being, he walked right into a blizzard. Plus, word gets out really quickly when there is an escape from a mental institution, and I think townsfolk would have phoned in leads if he was alive. If he went out with indoor clothing, he could have succumbed to hypothermia very quickly. I don’t think from what has been mentioned here that his family wanted anything to do with him, so he had no resources whatsoever to flee.
