Saadat Abbasi is wanted on charges of kidnapping, rape, failure to appear, bond jumping and flight to avoid prosecution. According to Newspapers.com archives, this is connection with an October 9, 1992 incident in Iola, Kansas. FBI agents determined in 1993 that Saadat had returned to his native country of Pakistan. They doubted that he would be extradited because of the costs involved.

Thoughts? As of today, December 28, 2021, Saadat Abbasi is on the Kansas Bureau of Investigation's website as one of their most wanted fugitive. I did not see the UFAP case for him in PACER, which either means that it's not viewable to the public or the online records don't go back to 1992/1993 for the District of Kansas court system.
