Luis Uriel Castillo is wanted out of Houston for the homicide of 24-year old Cornelius Ray. Cornelius's friends last spoke to him on January 9, 2005. They were told that Cornelius was going to get together with someone he had met on an internet chat room.

A few days later, they found Cornelius in his residence. He had been shot and beaten to death. His possessions had also been removed from the apartment.

The investigation led to an arrest warrant being issued for Luis Uriel Castillo on charges of homicide. In 2007, the local district attorney requested assistance from the FBI in apprehending Castillo. According to a document in PACER, Castillo would be charged with Unlawful Flight to Avoid Prosecution after an individual was told by Castillo that he was in Matamoros, Mexico. The district attorney's office would be willing to extradite Castillo if he was arrested in Mexico.

Thoughts? As of today, December 21, 2021, Luis has an active warrant in PACER for Unlawful Flight to Avoid Prosecution. He is also listed as not in custody in the Harris County Court Records database. For whatever reason, there are two separate homicide case files opened for the homicide of Cornelius Ray. One in 2005 for Capital Murder, and one in 2020 for Murder. Both are in warrant/citation issued status.

I really wish that the FBI would further publicize this manhunt, when compared to the seemingly endless non-violent drug traffickers they've focused on in recent years. My concern is that Luis allegedly targeted Cornelius to be robbed and murdered, similar to the case of Isaac Estrada in San Antonio, Texas. An even bigger concern is that Luis was only 18-years of age at the time.

The idea that Castillo is in Matamoros, Mexico, just across the international divide, from Brownsville, Texas really shocks me how an individual can hide just over the border in another city in another country without being able to do anything from your end, except hope that the fugitive gets picked up by law enforcement in Mexico.

This case indeed needs more publicity and if he’s in Matamoros, then flushing him out will be a heck of a lot easier.

Luis is indeed very catchable, but not enough is being done, which is pretty sad, but I hope this case gets more publicity or the family of the victim can push to get this case out there.
