From the fbi.gov website:
Reward:
The FBI is offering a reward of up to $15,000 for information leading to the identification, arrest, and conviction of those responsible for the death of Evelin Navarro-Barajas.
Details:
On June 18, 2020, 23-year-old Evelin Navarro-Barajas spent the afternoon at the river. That evening, Evelin and a group of friends, that included children, gathered in a parking lot in the 6700 block of Northeast Killingsworth Street in Portland, Oregon. Just before midnight, a vehicle stopped on the street near the parking lot. A suspect or suspects exited the vehicle and fired multiple shots at the group. Evelin was shot and died early in the morning of June 19, 2020. A friend was shot and survived.
Evidence suggests this was a gang-motivated shooting, however, there is no indication that Evelin and/or her friends were gang-affiliated.

Thoughts? In my opinion, even if there was one person in the group they had a beef with for whatever reason, it seems rather obvious Evelin was not the intended target. Tragedy still happened, but it's a miracle no children were killed that evening. Whoever these people are really need to be caught since they apparently didn't care who got hit by their bullets.
Speaking of which, the FBI seeking information flyer also mentions you can submit anonymous online tips on this case to tips.fbi.gov
