He is probably holed-up in a villa somewhere in Belize living off family money. He has largely been unknown so he wouldn't have had to lay low. Also given that we only seem to have one picture of him, who knows what he looks like now.

Plus Belize is more of an English speaking country and it borders Mexico as well.

Okay so after doing some basic math, my calculations show that Van Wisse was actually 18 years old at the time of the crime in September 1983. This case is a good example of "life as a fugitive" the guy spent his entire life a fugitive.
Also the Belize theory is very credible because officials there won't act if Van Wisse has the money, resources to bribe and the charm to rub elbows with them.
What happened to former libertarian party presidential candidate John McAfee in Belize should be self explanatory as to what the Belize theory could mean.

AMW actually caught a few fugitives in Belize during their run and with the added pressure of the FBI's Top 10 List, I wouldn't be so negative towards the possibility of catching him if he's there.
And I believe John McAfee was only wanted for questioning in Belize. They definitely want him back there, but it is kind of a unique case that I'm not sure falls into this equation.

And yeah even though Van Wisse never technically went on the run until the 1990's, it seems he basically started laying low right after Laurie Stout was murdered in 1983.

Working as a Spanish teacher in Belize or English teacher in Guatemala or somewhere in South America, are good theories, in reality the guy has been on the run since about 1996. Now interesting things I found were, that he has been linked to New York City and Washington D.C., which means (besides Scumhunter and myself having to keeping our eyes peeled), that he may be somewhere in the Eastern U.S. If he decided to pull a Whitey Bulger and return after living in Europe.

My money is still on Van Wisse being in a Latin American country, it's where his family connections are, but when it comes to cold case fugitives, I will concede anything sis possible.

Van Wisse really has been a fugitive for the majority of his life. That being said, his case has been rather low-profile and very few seem to have been looking for him. He could have been living with a fair amount of freedom for many years. I wonder if the key to catching him is someone recognizing a person they know who fits his description having suddenly disappeared? His addition to the Top 10 will certainly change his behaviour.

It will change his behavior, he will become somewhat reclusive from whatever community he may have been living in or went into a rural area like Fidel Urbina.
Van Wisse will have to stay out of trouble, and I'm curious if like Fidel Urbina, Robert Van Wisse may have also been taken into a Mexican jail and later released?

What are the chances Van Wisse has stayed out of trouble all this time? The fact the family aren't cooperative at all certainly suggests he is still alive.

It really does seem even more than the usual top ten fugitive that the possibility of family help has been speculated. (Yaser Said being the obvious other one on the list.) If that's the case, it gives hope towards capturing Van Wisse, rather than someone like Fisher and Bishop who would be a complete unknown since they both allegedly killed their families. (Even Jason Derek Brown some believe cut all ties with family in order to completely start life over as a fugitive and that's the reason for his "success" so far- I don't believe anyone thinks that's the case with Van Wisse).

These are the new age progressed images done by the FBI of what Robert Van Wisse looks like in 2017, that were released today. This should be an indication that Van Wisse should seriously turn himself in. A bit off topic now..... but I'm just noticing this now, but Van Wisse seemed like a great replacement for Fidel Urbina. Both men are sex killers and were suspects in cold case crimes, which were committed when they were both young (Van Wisse 18 & Urbina 24). This is similar to when Philip Policarpio was replaced by Shanika Minor.

He is going to be hard to catch based on someone recognizing him. Who knows what he looks like, and if he looks anything like those age-progession images, he looks like half of the southwest.

I agree with you Facial recognition-wise. But from an investigative standpoint the case doesn't seem that cold. While legally speaking I don't want to outright accuse anyone and get crap for it, as a private citizen voicing my opinion (and I am allowed to do that) it is my opinion that there are likely people that know exactly where Van Wisse is hiding. And it's a matter of digging deeper into that and any other possible investigative tools- social security index etc...
