Chang Lim is being sought for allegedly killing Matthew David Card during a drunk driving collision. The crash seriously injured Matthew's newlywed wife Amy Mankins. Matthew and Amy had just left work and were on their way to drop off a nightly deposit at a bank.
Chang Lim was brought to a hospital to be tested regarding his blood alcohol level. However, due to a lack of evidence, he was allowed to leave the hospital without being arrested. Chang took this opportunity to go on the run.
Chang was officially charged a few days later with aggravated vehicular homicide. The case was then turned over to a grand jury in 1998. That stopped the investigation of this case by law enforcement. The prosecutor on this case said in a 2018 news article that they are able to try Chang in a court of law once he is finally located. That same article stated the warrant is still active.
A few years before the article was made, there were extradition papers signed for Chang in Garland, Texas and Benton, Louisiana. There is a possibility that Chang could have fled to Korea as well, however a private investigative firm that Amy Mankins hired does not believe this is likely.

Thoughts? As of today, November 15, 2020, Matthew David Card is still listed on Project: Cold Case's Faces of Unsolved Homicides memorial wall as an unresolved homicide victim. The case was submitted to the non-profit organization a few years ago. He is case #266.
One thing I do want to clarify is that the 1997 criminal case against Chang Lim in the Franklin County Court Records shows the disposition as dismissed in 2015. This is based off "State vs Hoffman". Considering we have a 2018 article done a few years after that that states Chang Lim is still wanted, I'm making an official assumption that Chang is still at large. I also checked yesterday and did not see a recorded UFAP warrant for Chang in PACER.
