Thong Khamsiharath is accused of shooting Sengkeo Sengphachanh to death.
Thong had believed that Sengkeo was cheating on his wife. Thong went to the parking lot of his employer to confront Sengkeo and his wife about this allegation. This led to an argument and a fight between the two men. Thong is alleged to have then shot Sengkeo in the head, killing him.
Thong had a criminal history related to domestic issues dating back to 1993. This consisted of charges for child abuse and battery.
Thong is of Laotian descent, and therefore could have fled to Laos in Southeastern Asia.

Thoughts? As of today, August 9, 2020, Thong Khamsiharath still has a listed warrant in Utah's Right To Know warrant database.
I actually came across this case when I was looking at archived fugitive cases that could be confirmed through PACER. Thankfully I didn't need PACER for this one as Utah is one of two states that has a public warrant directory, the other being Florida.
I don't know if an extradition treaty exists between the United States and Laos. It's not exactly easy to find even American fugitives in Southeastern Asia usually. Hopefully Thong can still be located someday as he's now in his early 70s and we are running out of likely time to find him alive.
