A warrant has been issued for William J. Phillips, according to Northern Lancaster County Regional Police Department. He is considered a fugitive. Police said he fled a crime scene. Anyone with information concerning his whereabouts is asked to call 911. Phillips is considered “an extreme flight risk and a potential threat to others,” according to the police department.Patrol officers responded to a reported domestic dispute and assault at 4:04 a.m. on July 23. Their initial investigation determined that a woman would require medical evaluation. The woman said Phillips strangled her and “caused her injuries and an assault during the course of his conduct which resulted in criminal charges,” authorities said.
