Thoughts? I want to err on the side of caution and stress this may be coincidental, but I tried finding additional information and there's some court document from May 2020 about a Jesus Paez-Lopez suing AG William Barr under the convention against torture relief. This plaintiff claimed he was kidnapped by the Tijuana cartel in 1988 when he was twelve. The courts ruled against him, citing little evidence of continuing danger from the cartel or evidence they control other regions of his country. Once again this could be coincidence and the guy just happens to have the same last name but just in case I'd figure I'd reference it:
