A man identified as the suspect in a fatal hit-and-run in Knoxville has been added to the Tennessee Bureau of Investigation's Top 10 Most Wanted List, authorities announced Thursday.
The state's top law enforcement agency is offering a $2,500 reward for information leading to the arrest of 54-year-old Juan Francisco.
Knoxville police identified Francisco as the suspect who struck and killed Debbie Burgess, 52, as she walked along Pleasant Ridge Road near the Custom Foods of America plant June 8.
Authorities have active arrest warrants for Francisco on charges of vehicular homicide and leaving the scene of an accident.
Francisco's local criminal history includes a DUI conviction in 2017. He also was convicted of theft in 2002 for forging another man's name on a Tennessee driver's license and Social Security card while working a local landscaping company, according to an arrest warrant.
The warrant identifies Francisco as an undocumented immigrant. Federal immigration officials, who have joined in the search for Francisco, previously said his immigration status has not changed since his 2002 arrest.

My apologies as I usually add fugitives from top state lists right away or at least as soon as I can as I did with Douglas Talley but noticed Francisco's addition slipped by me. Hopefully he will be caught. I've long been a supporter of immigration reform but compassionate and recognizing rights for those who have been law-abiding citizens and/or dreamers, but this is a guy who should have never been in the country let alone the road to begin with considering his past convictions.
