Michael Tarmoun, an ex-Hawaiian police officer, is one of the American fugitives who has a Red Notice wanted poster on the Interpol website. He's also not exactly in hiding despite being wanted.
In July of 2009, Michael Tarmoun was accused of forcing a Waikiki prostitute to have sex with him in exchange for not arresting her.
Although Tarmoun denied any wrongdoing — he said he didn’t have sex with the woman and only gave her $5 for food — a jury found him guilty of second-degree sexual assault after two trials in 2011. (The first trial ended in a hung jury).
However, Michael Tarmoun failed to show up to his sentencing and according to reports fled to his native homeland of Morocco, where the U.S. does not have an extradition treaty. No one had confiscated his passport despite a judge allowing it to be seized. According to a 2012 interview with a bail bondsman, at least at that time Tarmoun was hiding in plain sight to the point that even the street he was living on in the city of Rabat in Morocco was known.
Tarmoun commented that his trial and verdict was unfair, but it is unclear from what I read if he made those comments before or after going on the run.
Meanwhile, the Honolulu Police Department has been criticized by some local media for what they feel is a lack of information pertaining to their review of Tarmoun. (It is not our site's official position as we try to stay neutral in matters like that, just mentioning how some writers feel about the case).

Thoughts? As of July 21st, 2018, Tarmoun still has a Red Notice Wanted poster on the Interpol website so it appears he's still wanted as of the aforementioned posting date or it's at least reasonably safe to assume so: www.interpol.int/notice/search/wanted/2012-307799
Some might consider profiling a fugitive who is basically untouchable a waste of a posting, but we post these cases to discuss them as a message board that discusses fugitive cases. Not every post is about catching a fugitive, but making the general public aware of cases like this. At the end of the day, Tarmoun can complain all he want, but he was convicted in a court of law, and the victim deserves justice no matter who she was or what her profession was.
